    Harris is seeking an experienced Construction Manager to join our dynamic Program & Construction Management Division in Monterey County.

    As part of a collaborative team, the ideal candidate will lead and manage the successful delivery of Highway and Roadway & Utility projects and serve as the primary point of contact for the client. This role will partner closely with Harris staff to strengthen client relationships and ensure successful project outcomes.
    The successful candidate will bring experience managing all aspects of medium to large-scale infrastructure projects, with a strong emphasis on issue resolution during the construction phase. A thorough understanding of CPM scheduling and change management is required.
    Responsibilities:Serve as the daily liaison between clients, designers, contractors, inspectors, and other stakeholders.Oversee contractor performance to ensure compliance with construction plans, specifications, budgets, and schedules.Oversee daily construction activities, managing timelines, budgets, and staffing. Build and maintain strong client and team relationships; address and resolve project issues efficiently.Coordinate and manage Harris sub-consultants (as applicable).Review engineering drawings and specifications for accuracy, constructability, and completeness.Monitor project progress and verify compliance with plans, materials, and timelines; coordinate with on-site Harris inspectors as needed.Manage and track construction costs against project budget; review, negotiate, and process change orders; participate in claims reviews (if applicable).Prepare daily, weekly, and monthly reports as required.Manage project communications and documentation including RFIs, submittals, field directives, clarification letters, change orders, and progress payments, following Harris’ construction management practices.Manages a small team within area of expertise, typically nonexempt employees.Oversees team performance and drive results through effective leadership.Provides clear direction, delegate tasks, set goals, and remove obstacles to ensure efficient workflowBasic Qualifications:Minimum 10 years of progressive construction management experienceBachelor’s Degree in Civil or Structural Engineering (Highly Preferred)Licensed Engineer in the state of California (Highly Preferred)Proven experience managing transportation and infrastructure projects, including:UtilitiesRoads and highwaysFlood control and drainagePipelinesOSHA-10 certification (required within 90 days of hire)Valid driver’s license with a satisfactory driving recordPreferred Qualifications:Experience leading project teamsProven ability to foster a collaborative, team-oriented approach to problem-solvingExperience with RFP and RFQ responsesStrong client management skillsProfessional certifications such as Certified Construction Manager (CCM) or Project Management Professional (PMP)Experience with Caltrans Local Assistance Procedure Manual & Program Guidelines About Harris & Associates:

    Position Description:

    Lead a construction team in accordance with district and program policies and procedures for College construction bond operationsTrain team on all PMO policies and proceduresFollow and successfully execute program Quality Management SystemReport and collaborate with Program Management Office on all project mattersReview and develop contract documentsPlan, Organize, direct, coordinate, and report performance of College Project Management team and construction projectsIdentify risk and create risk mitigation plans successfullyDocuments and reports all project data accurately and in a timely mannerCreate and present project and college data clearly to multiple stakeholder groupsSuccessfully manage and execute 5 to 10 projects simultaneously, ranging in construction value and complexity from $5M to $100M eachSuccessfully delivering construction projects on schedule and within budgetCoordination of budget and schedule information with the Relocation Project Manager regarding FF&E, Asset Disposition/Surplus, and RelocationReview all deliverables from designers in the different design phases. While in construction, the Project Manager will review the construction change documents (CCD’s) and provide written comments to the Design Team prior to submittal to DSA.Successfully closeout projects to include DSA closeout and PMO/District closeoutTracks all project status and provides management reports relative to overall program relative to construction project delivery schedulesTracks status and provides management reports relative to scheduling, cost control, staffing and other related construction contract requirementsReviews and inspects construction site offices to assess performance of construction teams and adherence to legal requirementsReviews recommended actions in resolving disputes relative to construction projectsDirects and assists in outreach efforts to provide information about college projectsPerforms other related duties as assignedReview and negotiate change order items with the contractor and DBE team.

    Experienced Required

    7+ years experience in Management of multiple construction projects; experience within a large capital improvement program and familiarity with relevant Public Codes2 years experience in Educational Facility ConstructionBA or BS in Architecture, Engineering, Urban Planning, Construction Management or a closely related field. Additional qualifying experience in excess to the minimum stated above may be substituted for the required education on a year for year basis.Experience with Division of the State Architect (DSA) construction/design processes or similar Knowledge of all parts of the project life cycle, to include master planning, design and closeoutExperience utilizing Building Information Modeling (BIM)Experience in various delivery methods including design bid build, design build, lease-leasebackExperience with using a web based project management system such as Proliance and/or Procore.OSHA-10 certification (required within 1 month of hiring)Valid driver's license with satisfactory driving record

    Preferred Qualifications:

    Compensation & Benefits
    The annual salary range offered for this position is $140-175K. Actual pay offered will be dependent on the experience and expertise of the incoming candidate.
