Job Description:
Manages heavy requisition workload and highly complex supply chain requirements to procure a variety of goods and services with FAR/DFARS and ITAR restrictions.
- Resolves complex contractual and supplier issues.
- Exercises judgment and working knowledge of materials and sources of supply to obtain quotations, examine bids, make awards at price consistent with quality and quantity.
- Provides support in follow up activities to expedite the delivery of goods/services.
- Conducts market research and develops requests for quotations (RFQ) for requisitioned materials, equipment, and services.
- Develops new supply sources where vendors are inadequate in accordance with policies and procedures.
- Responsible for leading and implementing long-term strategic projects and executing long-term strategic supplier agreements
- Independently represents Supply Chain organization in external/internal meetings.
- Ensure appropriate cost or price analysis is performed to determine the reasonableness of the suppliers bid or to develop a negotiation position to ensure that all compliance documentation requirements are met.
- Considers small businesses for award from a strategic perspective, coordinates with supervisor.
- Prepares and maintains purchasing file from inception to closure to satisfy internal and government purchasing system requirements.
- Demonstrate technical capability to communicate effectively with design / component engineering on quality improvement topics and cost reduction / design change opportunities both internally and within the supply base.
- Exhibit good interpersonal skills to grow supplier relationships in support of business needs.
- Identify and collaborate with internal stakeholders and suppliers to introduce new processes to improve service delivery.
- Coordinates purchasing details with vendor, including pricing revisions, order cancellations, discontinued items, acceptable substitutes, back orders, delivery date revisions, invoice discrepancies, and the like.
- Ability to analyze forecasted data and suppliers’ bids
- Provides procurement counsel and advice to requisitioners.
- Participates in special assignments from Supervisor.
Qualifications
EDUCATION AND EXPERIENCE
