    Summary


    The purpose of this role is to ensure that projects are set up properly to be executed to the highest standards on all varieties of projects. Position requires skills as an estimator,

    Scheduler, site safety reviewer, team builder and effective communicator. This position

    will support the preconstruction, marketing and business development efforts at Blum, lead the estimating effort and interface with/ support the Project Managers and Field Managers at Blum. Tasks and work need to be completed accurately and on a timely basis to ensure the project is set up for success. This will be accomplished by managing the workload and assistant estimators to meet established milestones and execute project strategy established by the project team.

    General Responsibilities

    Manage multiple estimates depending on size, complexity, and type. Mentor less senior staff. Evaluate Assistant Preconstruction Estimators performance and identify training needs. Conduct training of others. Perform all duties of the Assistant Preconstruction Estimator should project size, budget, or staffing limitations exist. Represent Blum with Owner(s), Architects, Consultants, Vendors and Subcontractors in a courteous and professional way. Build effective working relationships with clients and the Blum project team members.



    Work Deliverables: The results that are expected from a top performing Preconstruction Manager.

    Setting the Project Goals:

    Develops comprehensive understanding of project strategy and deploys this throughout the Estimating process. Ensures that the information required to begin the Estimating process is accurate and available; Follow-up to fill in the blanks where needed – i.e. client information, square footage, etc. Sets up estimates to insure profitability, client satisfaction and the best subs for the job. Works with Construction Operations in schedule development, constructability review, safety review, site logistics planning and goal setting. Develops and manages self and others to milestones to ensure that your knowledge of the project and its requirements is always one step ahead of the Subcontractors. Uses knowledge to deliver outstanding client service and deliver the best service to the client.

    Completes a thorough review of all documents to insure that they accurately reflect the conversations and agreements with the client, Architect and Engineer. This includes matching specs to drawings. Inspects site to be fully versed on how the site will affect subcontractor pricing. Ensures adequate market coverage by maintaining a current knowledge of market coverage (i.e. know where you stand on a daily basis and use this knowledge to drive actions). Identify and ensure trade timeframes/execution is consistent with project schedule and approach. Ensures that the best bids are obtained for each trade, based on the needs of the project. Ensure that Assistant Preconstruction Estimator creates quantity take-offs for all applicable divisions/trades, beginning with the creation of an accurate list of all trades affected. Coach as necessary. Use own knowledge of appropriate pricing, based on own quantity surveys and knowledge of marketplace to evaluate Subcontractor proposals. Identifies long lead items utilizing industry, Sub and manufacturer knowledge and knowledge of timeframes. Uses a formal invitation to bid process including Blum templates and best practices and clear guidance on what you expect. Prepares multiple budgets for design/development and final and provide thorough reconciliation for client and internal review. Ensures discussion of all pertinent issues with all Blum project team members through the Scope Review meeting. Preserves design intent: Continually review documents for consistencies through design/development and final phases of the job to insure that the design parallels our budget assumptions and the client’s design and budget assumptions. Provide team with regular, periodic project budget status that confirms that project is either above, on or under target, with recommendations for the future. Proactively, provide notes and clarifications to explain any deviations from the project document. Structure a fair and comprehensive final sub bid process by incorporating all information and learnings from previous budgets, by educating all subs on the Blum view of the project, including, but not limited to detailed written scope of work, logistics, etc., so that they are all bidding on the same work (i.e. apples to apples bids).

    Ensure that jobs are set up properly to meet established profit goals by analyzing and integrating all business and contractual terms.

    engineer and field foreman to ensure project remains on course. Transfer to all appropriate

    Subcontractor offices.

    • Conduct weekly meetings with foreman and safety/sub coordination to inform and ferret out problems

    on site as well as coordinate total project effort.

    • Use the Blum Best Practices as well as all Blum policies, protocols and procedures to ensure projects

    are built meeting Blum’s standards for customer service and proper controls. (daily reports, safety

    reports, etc)

    • In conjunction with PM, manage coordination of all project documentation (i.e. drawings, shop

    drawings, bulletins, etc.) amongst all appropriate parties (i.e. Architects, Engineers, etc.) to ensure

    accurate execution.

    • Ensure a clean and safe job site and minimize injury in the event of an emergency situation by using

    own experience and judgment and by implementing all of Blum’s safety policies, procedures and

    processes.

    • Identify and communicate project issues and risks to Project Team; prepare, review and track, in

    partnership with PM, all project cost implications on a weekly basis.

    • Ensure that the project punchlist process is developed and executed in a timely manner and with

    acute attention to all the detail required to delight clients.

    • Review cost to complete forecast with PM and develop/implement a plan to maintain forecast.

    • Assist in compiling all required closeout documents & training in a timely manner.

    • Prepare project look ahead schedule based on current project progress and review weekly with field

    engineer and field foreman to ensure project remains on course. Transfer to all appropriate

    Subcontractor offices.

    • Conduct weekly meetings with foreman and safety/sub coordination to inform and ferret out problems

    on site as well as coordinate total project effort.
