Position summary:
Operate or tend painting machines to paint interior or exterior surfaces of railcar equipment. Trained in mixing his own paint according to manufacturer's product data sheet. Performs quality checks of his paint job while using a wet mil gauge to inspect the proper thickness of product coating.
Tasks:
Spray prepared surfaces with specified amounts of primers or finish coatings.Select the correct spray gun system for the material being applied.Pour paint into spray guns and adjust nozzles and paint mixes in order to get the proper paint flow and coating thickness.Disassemble, clean, and reassemble sprayers and power equipment, using solvents, wire brushes, and cloths for cleaning duties.Apply primer over any repairs made to railcar surfaces.Monitor painting operations in order to identify flaws such as blisters and streaks so that their causes can be corrected.Dispose of hazardous waste in an appropriate manner.Allow the sprayed product to dry, and then touch up any spots that may have been missed.Select paint according to company requirements, and match colors of paint following specified color charts.Operate lifting and moving devices in order to move equipment or materials so that areas to be painted are accessible.Verify paint consistency, using a viscosity meter.Set up portable equipment such as ventilators, exhaust units, ladders, and scaffolding.

Eagle Railcar Services is seeking an experienced and results-driven Procurement Manager to lead purchasing and vendor management activities across our growing network of railcar repair and maintenance facilities. This position is responsible for sourcing materials, negotiating supplier agreements, managing procurement processes, and ensuring our shops have the parts, equipment, and supplies needed to operate safely and efficiently.
The Procurement Manager serves as a key partner to shop managers, operations leadership, finance, and vendors, helping drive cost savings, supplier performance, inventory optimization, and operational excellence. As Eagle Railcar continues to expand through organic growth and acquisitions, this role will play a critical part in standardizing procurement practices and supporting integration efforts across the organization.
KEY RESPONSIBILITIES
Procurement & Strategic Sourcing
• Lead procurement activities for all Eagle Railcar facilities and corporate operations.
• Source and negotiate pricing, contracts, and service agreements with suppliers and vendors.
• Develop and maintain strategic supplier relationships to ensure quality, reliability, and cost competitiveness.
• Identify opportunities for cost reduction, process improvement, and purchasing efficiencies.

Shop & Operations Support
• Partner with shop managers to understand material, equipment, and supply requirements.

• Assist locations in resolving supply chain disruptions and urgent procurement needs.

Vendor & Contract Management
• Manage vendor qualification, onboarding, and performance evaluation processes.
• Maintain supplier agreements, pricing schedules, and contract documentation.
• Conduct regular supplier reviews to evaluate service levels, quality performance, and pricing competitiveness.
• Develop preferred vendor programs where appropriate to maximize purchasing leverage.
Inventory & Cost Management
• Collaborate with operations and finance teams to monitor purchasing trends and spending.
• Analyze procurement data to identify savings opportunities and improve forecasting.
• Support inventory optimization initiatives to reduce excess stock while maintaining operational readiness.
• Monitor key procurement metrics including vendor performance, purchase order cycle times, and cost savings.
Cross-Functional Collaboration
• Work closely with Operations, Finance, Safety, and Shop Leadership to support company objectives.
• Assist with annual budgeting and forecasting related to materials and procurement expenditures.
• Prepare procurement reports and recommendations for executive leadership.
• Support special projects and strategic initiatives as assigned.
Procurement Systems & Digital Transformation
• Conduct a structured assessment of Eagle Railcar’s current decentralized procurement practices across all facilities, documenting gaps, redundancies, and inefficiencies.
• Develop and present a business case to executive leadership and the board outlining the cost, risk, and operational impact of the current fragmented procurement environment.
• Lead the evaluation and selection of a procurement software platform, including defining business requirements, issuing RFPs, conducting vendor demonstrations, and recommending a solution aligned with Eagle Railcar’s operational complexity and growth trajectory.
• Own end-to-end implementation and rollout of the selected procurement system, including project planning, vendor coordination, data migration, user training, and go-live support across all facilities.
• Define and enforce system governance, including user access, approval workflows, purchasing thresholds, and reporting standards to ensure adoption and compliance post-launch.
• Partner with Finance and IT to ensure the procurement platform integrates with existing ERP, accounting, and reporting systems, and establish KPIs to measure system ROI and process improvement over time.
QUALIFICATIONS
Required
• Bachelor’s degree in Supply Chain Management, Business Administration, Operations Management, or related field, or equivalent experience.
• 5+ years of procurement, purchasing, sourcing, or supply chain experience.
• Strong negotiation and vendor management skills.
• Experience managing multiple priorities across multiple locations.
• Proficiency with Microsoft Office Suite, particularly Excel.
• Strong analytical, organizational, and problem-solving abilities.

What You'll Do
Recruiting (Primary Focus)
• Manage full-cycle recruiting for skilled trades: car repairmen, welders, mechanics, inspectors, and shop supervisors, plus corporate/support roles

Operate or tend machines to wash or clean railcar and railcar parts to remove impurities. Forklift operation and proper unloading, weighing, and documentation of various commodities. Use proper technique and procedure to blast, repair, and test granulator bags.
Tasks:
Drain, clean, and refill machines or tanks at designated intervals, using cleaning solutions or water.Add specified amounts of chemicals to equipment at required times to maintain solution levels and concentrations.Measure, weigh, or mix cleaning solutions, using measuring tanks, calibrated rods or suction tubes.Operate or tend machines to wash and remove impurities from inbound railcars to prepare them for repairs, sandblasting, and coatings.Observe machine operations, gauges, or thermometers, and adjust controls to maintain specified conditions.Set controls to regulate temperature and length of cycles, and start conveyors, pumps, agitators, and machines.Examine and inspect machines to detect malfunctions.Adjust, clean, and lubricate mechanical parts of machines, using hand tools and grease guns.Implement proper rigging and operation of the cleaning trailer, high pressure wash trailer, Wilden Diaphragm Pumps, and Gould Centrifugal Pump.Unload various products from railcar in order to clean using hoists or forklifts.Follow prescribed safety procedures and comply with federal laws regulating waste disposal methods.

Position Summary: The general purpose of this position is to be responsible for all aspects of railcar repair and maintenance. The person must be able to read and understand blueprints, make car repairs in compliance with FRA & AAR rules and keep good repair records. Ensure all company guidelines are met and all safety rules are followed when performing duties.
Tasks:
Repair or replace defective or worn parts such as bearings, pistons, and gears, using hand tools, torque wrenches, power tools, and welding equipment.Test units for operability before and after repairs.Record conditions of cars, and repair and maintenance work performed or to be performed.Remove locomotives, car mechanical units, or other components, using pneumatic hoists and jacks, pinch bars, hand tools, and cutting torches.Inspect components such as bearings, seals, gaskets, wheels, and coupler assemblies to determine if repairs are needed.Adjust repaired or replaced units as needed to ensure proper operation.Perform scheduled maintenance, and clean units and components.Repair, fabricate, and install steel or wood fittings, using blueprints, shop sketches, and instruction manuals.Repair and maintain electrical and electronic controls for propulsion and braking systems.Disassemble units such as water pumps, control valves, and compressors so that repairs can be made.Measure diameters of axle wheel seats, using micrometers, and mark dimensions on axles so that wheels can be bored to specified dimensions.Align car sides for installation of car ends and crossties, using width gauges, turnbuckles, and wrenches.Replace defective wiring and insulation, and tighten electrical connections, using hand tools.Test electrical systems of cars by operating systems and using testing equipment such as ammeters.Skills:
