    Purpose: Responsible for the development, planning, and implementation of a comprehensive Trainee Employee Assistance Program (TEAP), in compliance with government, corporate and management directives.

    Essential FunctionsProvides direct services to students with identified substance abuse patterns.Implements a program to provide the center with identification, intervention and alternatives to alcohol and other drugs of abuse.Assesses staff needs and provides education and training regarding identification, referrals and appropriate treatment for substance abuse patterns.     Purpose: Directly supervises the Security team at the Job Corps Center. Ensures the security and safety of students and staff, buildings, vehicles, and property by checking persons, center grounds, doors, windows, lighting, appliances, equipment, locks, and emergency equipment. Performs dispatch, guard, and administrative duties to assist in the protection of life and property against theft, misappropriation, fire, flood, or similar disaster.

    Your Responsibilities:

    Performs daily management and oversight of the center security team under the direction of the Center Culture Director.

    Supervises performance of the Security team, providing ongoing feedback and support where necessary.

    Meets daily with Lead Security Officers to discuss departmental needs, concerns, and shift reporting.

    Evaluates Security Officer performance, trains staff, and implements departmental/personnel changes as approved by the Center Culture Director. Completes staff evaluations as required.

    Recommends departmental and personnel changes to the Center Culture Director as necessary.

    Plans, coordinates, and supervises the administrative activities of the department, reviews daily operations reports and ensures maintenance of log findings and implements necessary corrective actions.

    Assists in the development and implementation of new and revised policies and procedures affecting the Security Department.

    Monitors and evaluates situations and conditions on Center grounds/campus and makes recommendations for follow-up by other departments, particularly Maintenance and Safety, to the Center Culture Director.

    Submits PRH Exhibit 5-2 required departmental reports to the Center Culture Director in a timely manner.

    Conducts search and seizures in dormitory.

    Receives confiscated contraband, weapons, and unauthorized goods and performs tagging and lock-up of these confiscated items.

    Develops and monitors staff schedules for coverage 24 hours, 7 days/week.

    Assists center staff and law officers in controlling disturbances; investigates and prepares reports as needed.

    Transports students on a scheduled or emergency basis.

    Manages daily center transportation, including auditing of GSA Fleet records; ensures vehicles are in safe and ready condition through regular preventive maintenance; inspects and recommends vehicles for major repairs; performs safety inspections and maintains vehicle maintenance and mileage records and reports as required.

    Assists in transporting ill and/or injured students, staff, or others requiring medical attention when other drivers and security staff are unavailable.

    Maintains student accountability.

    Ensures Center Security Officers are trained on the Center Safety Plan and the Emergency and Disaster Plan.

    Supervises the investigation of accidents and prepares accident reports.

    Ensures operational readiness of intrusion alarm systems in buildings as required.

    Informs staff and students of unsafe practices and conditions.

    Provides security gate/desk coverage; ensures that proper check-out and check-in procedures are followed when needed.

    Performs enforcement duties in accordance with federal law, state statutes, and center rules and regulations in order to maintain the peace and safety of students and staff.

    Ensures patrols of buildings and grounds are properly conducted to maintain the safety and physical security of buildings and property by checking doors, windows, lights, electrical appliances, equipment, locks, and emergency equipment.

    Maintains a log of findings and corrective actions taken.

    Checks identification of personnel seeking entrance to or exit from grounds and permits or denies entrance or exit according to established policies and procedures.

    Responds to fire alarms, takes necessary steps to report fires, assists in suppressing fires, and resets alarm equipment.

    Sets up and checks operation of intrusion alarm systems in buildings as required.

    Assists staff and law enforcement personnel in controlling disturbances; takes initial reports and conducts preliminary investigation of crimes.

    Requirements

    Purpose

    Reports to the Center Director. Responsible for placement services and career transition activities within contractual goals. Responsible for the daily supervision of the assigned placement services staff.

    Essential Functions

    Screens potential new Placement Services hires and makes recommendations for hire to the Center Director and HR Manager

    Provides direction to staff and monitors staff performance.

    Provides support (i.e., training, monitoring) by telephone, video conferencing, and both announced and unannounced visits.

    Complies with all management, corporate, and government directives and operating procedures.

    Responsible for quality control on assigned contracts.

    Ensures that program activity and billing goals are met.

    Coordinates and monitors job-development, employment skills training, and career-development functions.

    Performs CTS when required within the assigned territory.

    Establishes personal contact with organizations and prospective employers.

    Your Responsibilities:

    Coordinates and conducts the annual physical inventory of all center equipment and reconciliation of the inventory to property records. Compiles all information obtained from researching records and physical inventory and prepares property data transmittal sheets to update and correct property listing and to maintain proper accountability. Ensures that surplus property on center is properly reported to customers; coordinates all screening activities with other government agencies, Job Corps centers, and Government Services Administration (GSA). Controls storage of all expendable and non-expendable property; prepares and controls property requirement lists. Screens surplus property and prepares transfer orders for equipment. Reviews all internal move orders generated on center and controls data input to both the Department of Labor (DOL) and center mechanized systems. Monitors purchase requisitions for accountable property; ensures that proper assignments are given account numbers, Property Requirement List (PRL) line-item numbers, schedule numbers, federal stock numbers, and property tag numbers as required. Supervises surplus government property sale as directed by the U.S. General Services Administration (GSA). Clearly communicates and consistently models appropriate employability skills, including personal responsibility and computer fluency. Maintains accountability of property and students; adheres to safety practices. Provides training to all new property custodians, as well as quarterly to all property custodians, on proper property management and handling protocols and expectations.

    Summary

    Responsible for organizing, planning, administering and directing the career and personal counseling, Career Transition Readiness (CTR), and Career Preparation activities.

    Essential Functions

    1. Oversees the career services department and staff to ensure maximum outcomes.

    2. Communicates department performance with the Career Development Services System (CDSS) Director. Makes recommendations to improve trade performance.

    3. Actively participates in the weekly scheduling meeting.

    4. Manages the flow of students through each career technical training (CTT) program to ensure production and outcome goals are met on a monthly basis. Counsels students as necessary.

    5. Ensures students’ accountability information is submitted accurately and within established time frames. Monitors students’ accountability to include leaves, attendance, and unauthorized absence (UA) retrieval.

    6. Ensures contact is maintained with all students who are in UA status, and counselors do everything to retrieve them from UA.

    7. Ensures that Evaluations of Student Progress (ESP) are completed accurately, completely, and in a timely manner.

    8. Monitors students’ ESP. Ensures that each student has an evaluation at least every 60 days. Ensures that there is a formal evaluation prior to the student’s entry into a new phase of CDSS.

    9. Monitors statistical performance and student accountability for classes. Develops corrective action plans as needed.

    10. Ensures timely placement and retention of graduate and former enrollees in quality placement activities.

    11. Ensures that the Career Transition Services (CTS) Specialists exceed placement goals.

    12. Ensures staff members have adequate training to complete key areas of responsibilities.

    13. Monitors case notes to make sure students are receiving services and make sure services are being documented as required. Performs a 100% audit of the MPO30/MPO32 reports and 10% audit monthly of CTS folders to ensure compliance.

    21. Participates in the Career Mentoring Team (CMT), and ensures that all staff participate in CMT.

    22. Provide support to the CDSS department to ensure student job readiness.

    23. Participates on a Student Government Association (SGA) Committee.

    24. Ensures equipment assigned to the department is properly accounted for and maintained in good condition. Notifies the Center Director of repairs/costs above routine expenditures.

    25. Monitors budget for the career services departments and maintains spending limits as applicable. Tracks spending of staff each month.

    26. Periodically audits staff time sheets to ensure compliance with corporate time-keeping policy.

    27. Ensures accuracy and timely submission of all employee timesheets so as to remain in compliance with company policy.
