Position Summary The Lease-Up File Coordinator is responsible for ensuring compliance with all Dominium guidelines and federal, state, and local regulations. This position requires strong attention to detail in processing applications, audit corrections, and recertifications, while adhering to IRS regulations and state agency standards. After substantial leasing is completed, the Lease-Up File Coordinator transitions to the next project to continue providing essential compliance support. Responsibilities Responsibilities include: Strong understanding and knowledge of federal, state, and local laws and regulations as they relate to compliance including but not limited to: Low Income Housing Tax Credit (LIHTC/Section 42), Section 8, Section 236, Home, Bond, Rural Development, Public Housing Reviews and pre-approves certification and recertification files within 24-hours of receipt Notifies the Regional Manager of any concerns related to meeting of established deadlines by the site, non-compliance, incomplete report submissions, or unit non-compliance Follows procedures outlined in the Operations Policy and Procedure Manual (OPPM) as it relates to all areas of Compliance Ensures adherence to all Fair Housing laws and regulations Establishes and maintains strong working relationships with site and corporate employees through in-person interactions, phone calls, and email communication Participates in state and syndicator file audits by assisting in site preparation and response Travel as determined by Senior Management based on the needs of each property Qualifications Qualifications include: Two years of experience in related field desired. Two years of successful experience in applicable Compliance program. Certified Occupancy Specialist (COS) preferred. Proven ability to review files and documents for accuracy and completeness, while following strict guidelines and procedures. Excellent written and verbal communication skills, with the ability to interact professionally with site staff and corporate teams. Willingness to travel and adjust to new projects or tasks as determined by Senior Management. Ability to perform computer functions using various software programs and the ability to learn new software programs. Knowledge of Windows, Microsoft Word, Yardi, Excel and Outlook required. POSITION SUMMARY: The Compliance Manager is responsible for overseeing the Compliance department specialists and coordinators. The primary responsibilities of the Compliance Manager are to implement policies and procedures to ensure organizational compliance relevant to Dominium's affordable housing programs, including the Low Income Housing Tax Credit Program (LIHTC), Project Based Section 8, Tax Exempt Bond, and HOME programs. In addition, the Compliance Manager is responsible for identifying best practices and evaluating improvement opportunities. ESSENTIAL FUNCTIONS: Oversees the performance and daily responsibilities of Compliance Coordinators and Compliance Specialists. Resolves complex compliance issues, with a focus on underperforming assets. Coordinates and completes all annual owner reporting requirements. Reviews monthly financial statements for Watch List properties, identifies operational challenges and opportunities, reviews variance analyses, supports the development of action plans and performance goals, and participates in executive summary discussions and Watch List meetings as needed. Partners with department leadership to establish and achieve departmental goals and objectives. Develops, implements, and oversees compliance training programs and initiatives. Serves as a subject matter expert for agencies and stakeholders on funding program requirements, including SAIL and SHIP. Serves as the Enterprise Income Verification (EIV) Coordinator by managing user access, tracking required cybersecurity and compliance training, completing semi-annual access recertifications, and overseeing compliance across HUD systems including TRACS, PASS, and IMAX. Serves as the SAVE Coordinator and manages system access and compliance requirements. Participates in intake and critical path meetings for acquisitions, new construction, and re-syndication projects. Conducts compliance due diligence reviews of proposed agreements and provides guidance on regulatory requirements. Supports Development by assisting with tax credit delivery schedules and processing Form 8609 documentation. Develops and maintains professional relationships with key external stakeholders, including lenders, syndicators, appraisers, assessors, inspectors, regulatory agencies, and industry professionals. Performs other duties as assigned. QUALIFICATIONS: (Knowledge, Skills, Abilities, Education, Training and Experience.) Bachelor's degree and/or a minimum of ten (10) years of hands-on rental real estate experience. Minimum of five (5) years of successful experience administering Housing Tax Credit programs. Proficiency with Microsoft Office Suite, ability to learn new systems, and Yardi experience preferred. Knowledge of HUD Section 8 and Section 236 compliance requirements. Knowledge of multi-state housing agency compliance and reporting requirements. Certified Occupancy Specialist (COS) and Housing Credit Certified Professional (HCCP) designations required, with continuing education maintained annually. Strong verbal and written communication skills in English. Ability to analyze financial and compliance-related information and perform income calculations; general accounting knowledge preferred. Strong organizational, analytical, and problem-solving skills with the ability to interpret and apply regulations across multiple programs and jurisdictions. Valid driver's license and ability to operate a motor vehicle. Ability to travel, including occasional overnight travel.
