Job DescriptionJob DescriptionDigineox is seeking a Project Manager / Acquisition Subject Matter Expert (SME) with an active TS/SCI clearance to lead a high-profile assessment of acquisition lifecycle processes for a Department of Defense (DoD) agency. This role will play a key part in identifying process inefficiencies, improving stakeholder experiences, and enhancing acquisition practices across development, pre-award, and execution phases.
The ideal candidate brings deep knowledge of DoD and federal acquisition policies, strong project leadership experience, and a consultative mindset focused on practical process improvement and compliance.
Key Responsibilities:Lead a comprehensive, independent review of the agency’s acquisition processes, with a focus on:Acquisition developmentPre-award planning and documentationAward execution and post-award feedbackEvaluate acquisition performance by analyzing:Milestones, timelines, and throughputWorkforce structure, roles, and training gapsDocumentation completeness and qualityCompliance with FAR, DFARS, and DoD acquisition regulationsFeedback from internal stakeholders and directoratesIdentify inefficiencies, bottlenecks, and non-compliant practices; recommend actionable improvements that balance speed and regulatory rigorLead stakeholder interviews, facilitate working sessions, and synthesize qualitative and quantitative insightsSupport the development of a final report with clear recommendations for process improvement and stakeholder satisfaction
Required Qualifications:Active DoD Top Secret / SCI clearance (must be current)U.S. citizenship and eligibility for access to controlled government informationBachelor’s degree in Business, Public Administration, Acquisition, or related field10+ years of experience supporting or managing federal/DoD acquisition programsExpertise in FAR, DFARS, and DoD acquisition policies and lifecycle practicesStrong track record of leading acquisition process improvement initiativesExcellent project management, documentation, and stakeholder engagement skillsAvailability to support on-site activities at Fort Belvoir, VA as needed
Preferred Qualifications:DAWIA Level II or III CertificationProject Management Professional (PMP) certificationExperience supporting defense agencies or acquisition officesFamiliarity with acquisition support systems such as PRISM, PD2, or other contract writing tools
