Purpose/Summary
U.S. Marine Management, LLC (USMMI) is providing support to the U.S. Army Pre-Positioned Stock Four (APS-4) Watercraft/Modular Causeway System (MCS) Care of Supplies in Storage (COSIS), Exercise and Maintenance program located at the Watercraft Equipment Base – Yokohama North Dock (WEB-YND) in Yokohama, Japan, in order to support Military and Humanitarian actions worldwide.
The Supply Chain Specialist will be responsible for the daily operational support of the storage facility and to maintenance personnel of all parts and materials stored in the storage facility (Building 500) and other storage locations for HAZMAT Materials and Special Tools. The Supply Chain Specialist will conduct the receipt, inspection, inventory, preservation, packaging, accounting, and storage of all parts and materials of supply classes I to IV and VI to IX to include shelf life, Test Measurement & Diagnostic Equipment (TMDE), Basic Issue Item (BII), Components of an End Item (COEI), On Board Spares Listing (OBSL), Sets, Kits and Outfits (SKO), expendable durable, General Services Administration (GSA), and locally procured items in accordance with U.S. Army regulations. They will be responsible to provide “ready to use” parts and materials in timely and efficient manner in support of U.S. Army Watercraft and Modular Causeway Systems (MCS) located at Watercraft Equipment Base-Yokohama North Dock (WEB-YND), Yokohama, Japan.
Key Responsibilities
Receive, stock, control inventory, conduct cyclic inventory, and issue materials for use with Army Watercraft, Government Furnished Equipment and Contractor Acquired Property.Maintain an effective accountability of all storage facility stocked and stored items within the Global Combat Support System – Army (GCSS-Army) Database and in accordance with U.S. Army and DoD Regulations.Monitor inventory levels of materials, equipment, and stock issued, distributed, transferred within or outside the organization and/or disposed.Compile inventory reports - detailing the quantity, type and value of materials, equipment and other stock on hand. Both manual and computerized inventory control and stocking taking methods will be used.Be responsible to the Senior Supply Specialist to conduct a 100% quarterly, physical, hands-on inventory of all storage facility stock and bench stock and determine the condition of inventoried material for serviceability.Utilize visual and technical inspection criteria to determine, if necessary, the disposal/turn in of stocked parts, equipment and material.Will perform a reconciliation of inventories on record within the GCSS-Army Database versus actual physical counts.Will update the GCSS-Army Database of parts and materials issued to the maintenance personnel receipting parts for daily maintenance of U.S. Army WatercraftWill assist the Senior Supply Specialist with turning in requirements for all accountable parts, tools and equipmentWill be required to drive to other U.S. Bases or civilian vendors to execute pick up or delivery requirements as directed by the Senior Supply SpecialistEnsure that all items are stored IAW U.S. Army DoD and DA regulations.Work with the Supply Specialist and Hazmat Coordinator to ensure the proper disposal of expired hazardous shelf-life materials.Will work with the Senior Supply Specialist, the Supply Supervisor and all supply personnel in a professional manner to conduct receipting, storage, and inventories of parts and materials stored in the storage facility and hazardous materials storage unit as required. The PP&P Specialist is responsible for performing proper Package, Packaging & Preservation requirements of all stored materials ensuring that products are protected during transportation, storage, and handling in the execution of the COSIS APS-4 Storge Facility and Vessel Storge requirements. The Production Control Supervisor is directly responsible to the COSIS General Manager to oversee the day-to-day scheduling and operations for the COSIS mission. The Fault Engineer will maintain records and reports for all repairs and maintenance. He is directly responsible for the development of fault projections report documentation, and the fault actual performed documentation as required for contract execution.
Key Responsibilities:
Responsible to the Maintenance Supervisor – COSIS to direct, coordinate and monitor, daily, Fault Repair Technicians and teams, ensuring performance and compliance with safety, environmental requirements, identified fault repair schedules and adhere to projected costs as outlined by the General Manager and Maintenance Supervisor - COSIS.Required to perform and execute hands on troubleshooting and maintenance requirements up to and including Air Conditioning and Refrigeration (AC & R) maintenance and repairs, electrical/electronic repairs, engine repairs, pipe repairs, motors and pump repairs, deck equipment repairs etc. without supervision or directive.Oversee maintenance activities of subcontractor/vendors for unplanned and planned maintenance requirements for tasks Over and Above COSIS and below the sustainment level identified repairs for APS-4 Army Watercraft and EquipmentAdvise Maintenance Supervisor – COSIS of the status of the work in progress, material availability and any potential problems and recommend corrective action measures to ensure that personnel, equipment, material and services are provided as neededProvide status on repair schedules, cost adherence, required records and data associated with the execution of the maintenance performed on all Watercraft/MCSDevelop and maintain COSIS Specific maintenance documentation in accordance with Performance Work Statement requirements as directed by the Maintenance Supervisor - COSISPerform upload of maintenance data into the Global Combat Support System – Army (GCSS-Army) database, provide job sheets from GCSS-Army for maintenance tasks, and perform management of fault repairs in accordance with GCSS-Army, Technical Manuals (TMs), Army Regulations (ARs), Technical Bulletins (TBs) & Department of the Army Pamphlets (DA PAMs)Research and provide parts ordering documentation for ordering through GCSS – Army and Local Purchasing from vendorsWill perform tasks as requested and when requested by the General Manager or the Maintenance Supervisor – COSIS in support of COSIS operations that may be outside of normal daily requirementsPerform additional duties and achieve additional certifications in support of COSIS Operations as requested and appointed by the COSIS General ManagerRequired to perform the duties of Chief Engineer while underway/performing sea trials of all Army Watercraft on siteRequired to perform Engine Logbook entries as neededPosition Specifications:
Education and Experience
Army Watercraft experienced Warrant Officer with 5 - 10 years of Army Watercraft maintenance experience, able to obtain/reinstate and maintain a U.S. Army Chief Engineer 881A2 License or hold a current USCG (Motor, 5000Hp or greater) Merchant Mariner/Chief Engineer LicenseProficient in the use of proven maintenance management systems such as NS5 and SAMM etc.Preferred candidate must possess experience in the application and use of the GCSS-Army database operational system and applications and use of internal maintenance management module

Typically, the employee will be required to split time between a general office setting and working on board U.S. Army Class A, B and C watercraft and Modular Causeway Systems, performing sea trials, dock trials and vessel equipment maintenance and operational checks. Vessel work will require employees to wear hearing protection due to high noise decibels. Vessel climates change with the seasons and the employee may be in varying temperatures requiring various protective clothing. Employees will be required to work outside on vessels performing checks and repairs, which may be during inclement weather, requiring the wear of rain gear and safety items. In the office setting the employee may sit comfortably to perform the work, usually at a computer terminal – with short breaks or lunch period. Day-to-day requirements will require some bending/stooping, reaching above shoulder level, walking; standing; carrying of light items such as parts, equipment, papers, books or packages of up to 25 pounds. You should be able to hear & speak clearly using phone / headset to communicate with customers; be able to navigate, view & enter information on the computer.
