    The Position

    Be part of an energetic People Services team who is passionate about creating a positive employee experience at the intersection of business and people. The Manager, Payroll serves as the primary payroll liaison with Insperity PEO (Professional Employer Organization) payroll and Managers, collaborating to ensure payroll is processed on time, accurately, and in compliance with government regulations and compliance standards specific to the construction industry.

    Job Responsibilities:. · Oversee and manage the payroll function, ensuring accurate and timely payment to employees in partnership with PEO.· Lead and manage a team of payroll administrators with the goal of developing consistent processes and streamlined payroll processes.· Review and approve weekly and biweekly payroll calculations, deductions, and withholdings in compliance with company policies and legal requirements.· Ensure accurate pay for specialized incentive programs for production-based teams such as sales commission, production pay, piece rate, traveling team compensation programs. · Oversee certified/prevailing wage payroll reporting requirements and year-end reporting, including W-2s and 1099s, ensuring accuracy and compliance.· Collaborate with finance and HR departments to provide payroll cost analysis and forecasting data for fiscal budgetary purposes.· Contribute to the development and management of the payroll budget. · Address and resolve payroll-related issues, such as discrepancies, disputes, and employee concerns.· Facilitates audits by providing records and documentation to auditors.· Identifies and recommends updates to payroll processing and procedures. · Ensure integration of payroll systems with other Congruex time keeping and financial systems.· Maintain confidentiality and data security standards for all payroll-related information. · Manage and maximize vendor relationship with payroll administrator. · Stay up-to-date with changes in tax laws and labor regulations affecting payroll.· Additional duties as assigned.Required Skills & Qualifications:
    Knowledge:· Knowledge of local, state and federal payroll and employment laws, government regulations and agency rules. · Prior experience managing multiple prevailing wage contracts preferred. · Knowledge of trends, developments, and payroll best practices in a construction and/or telecom related industry.· Extensive knowledge of the payroll function including preparation, balancing, internal control, and payroll taxes.
    Skills:· Strong analytical and problem-solving skills.· Excellent organizational skills and attention to detail. · Ability to handle sensitive information confidentially.· Strong communication and interpersonal skills.· Strong supervisory and leadership skills.
    Abilities:· Ability to effectively communicate with a wide range of individuals.· Ability to influence and maintain governance of payroll policies and practices.· Proficiency in payroll software systems and advanced Excel skills. Required Education:· Bachelor’s degree in accounting, finance, human resources, or a related field (or equivalent experience) if preferred.
    Required Experience:· Minimum of five-Seven (5-7) years of related job experience.· Strong knowledge of payroll laws, prevailing wage, tax regulations, and compliance standards (e.g., FLSA, IRS guidelines).
    License/Certification:· Certified Payroll Professional (CPP) designation is preferred.
