    Position Title: Project Manager II (TBIT Refresh Assistant Project Manager)

    Synopsis
    The TBIT Refresh Assistant Project Manager reports to the TBIT Refresh Project Manager and is responsible for assisting the TBIT Refresh Project Manager with managing the scope, schedule and operational interfaces of all design and construction-related activities for TDIPs Terminal Refresh project. The Terminal Refresh project covers the TBIT departures and arrivals halls. It is intended to address outdated finishes and passenger processing functions in areas of the airport that have not had major renovations over the past 10 years. The renewal of certain mechanical, electrical and plumbing assets will also be included in the project. The characteristics of the candidate shall display a solid understanding and experience of interior renovation projects within an active operating environment (aviation, transportation, retail, manufacturing, etc.). The ability to lead a collaboration of stakeholders, designers and contractors will be critical to the programs success.

    Position Description Summary
    The TBIT Refresh Assistant Project Manager is responsible for assisting the TBIT Refresh Project Manager with managing the scope, cost, schedule and operational interfaces of all design and construction related activities for the Terminal Refresh Program. The TBIT Refresh Assistant Project Manager will be focused on schedule certainty, budget delivery and making sure that construction work meets the required quality standards while enforcing a strong health, safety, and environmental culture on the project. The TBIT Refresh Assistant Project Manager will assist with the development and implementation of design, construction, testing, commissioning, turnover plans, impacts to the operations, and that risk mitigation for construction activities will be optimized.

    Essential Job Duties
    Supports the PMs execution of the following duties:
    Primary liaison and airport/owner representative responsible for directing and managing the projectResponsible for scope development and scope management of the project to meet project goals and objectivesDevelop the RFP and oversee the procurement process for designers and contractorsProviding direction and management for assigned project and ensuring on-schedule completion within or below budget in accordance with contractual obligationsPlanning and defining program goals and devising methods to accomplish them, developing in-depth knowledge of owner objectives, contract terms, and airport policiesPlanning, directing, supervising and controlling the execution of all technical, fiscal, and administrative functions of the assigned projectWorking with team members and airport management to develop budgets, schedules, and plan for the various elements of a projectOversees owners staff that manages full project delivery including stake holder interfacesManaging project scope to meet or exceed project goals and objectivesAbilities to identify and study options to complex design, operational or constructability issuesAbility to conduct field surveys and investigations to capture detailed and accurate fieldconditions. This information shall be used to enable strategic design and construction decisionsMaintaining documentation on the approved scope of work for the project to include all related agreements, authorizations, reports, drawings and specifications. This documentation shall include narratives for all scopes of work as well as a coordinated CAD representation including all projects for key disciplinesOverseeing the Design Manager who will be managing the design process during design and construction including resolution of technical design issues, issuing design non-compliances, issuing field non-conformances, timely processing of RFIs, coordinating shop drawing reviews, participation in and approval of factory and site acceptance tests, coordinating material approvals, coordinating mock up approvals, providing reports, drawings and specification interpretation, participation in testing and commissioning activities, managing the punch list process and other activities as required to ensure the design process supports the project goalsOverseeing the Design Manager who will be managing the Design Review Team (DRT) design review process for assigned project(s) through all phases of design including significant design changes during constructionMonitoring and leading efforts related to the permitting process required by the design team and contractorOverseeing the construction process to remove and mitigate obstacles that cause inefficiencies to the construction processBecoming thoroughly familiar with required contractual obligations and technical aspects of all facilities to be erectedEnsuring all work is being performed with and inspected to the latest versions of plans and specifications including approved changes, submittals, and RFIsWorking with designer, contractor and stakeholders to develop the overall planning of construction activities and identifying critical milestones and prioritiesKeeping alert to possible problem areas and taking preventative action to ensure critical milestones are met for each phase of the projectEnsuring the use of safe and sound construction practicesPreparing reports summarizing progress of construction activities for senior managementReviewing change proposals for contractual compliance and alignment with fair market valuePreparing a monthly risk report for the Program BoardMonitoring adherence to Quality Assurance/Quality Control Plan, and other documents as required and promoting excellence on the project through the application of Quality Assurance processesEnforcing the program requirements for all areas of the project and monitoring the draft and final deliverables for adherence to these criteriaReviewing pay applications to ensure proper verification of completed work and compliance with contract requirementsWorking with the key project individual to devise and execute action plans to rectify potential cost overruns or delays, or to accommodate significant changes to the scope of workAssuring that current and timely change orders are documented and administered properlyParticipating in all necessary coordination meeting with designer, contractor and stakeholdersManaging the closeout process to ensure all documentation is completed as quickly as possible to efficiently close the project without incurring unnecessary costsSafety performance well above industry standardsHardware/Software Knowledge
