CLJ Consulting and Contracting LLC is seeking a Senior Freedom of Information Act (FOIA) Specialist to support the Department of Veterans Affairs FOIA Program. This position performs advanced, cradle-to-grave FOIA processing and serves as a technical authority within the FOIA team. The Senior FOIA Specialist conducts complex reviews, applies exemptions using DOJ Office of Information Policy (OIP) guidance, evaluates potential disclosure risks under the foreseeable harm standard, and ensures all releases meet statutory and VA regulatory requirements.
The Senior Specialist provides mentoring and technical oversight to junior and journeyman staff, supports quality assurance activities, and assists in maintaining program compliance, reporting accuracy, and operational efficiency.
Key ResponsibilitiesPerform advanced FOIA processing from intake through final response and case closure.
Review and analyze complex FOIA requests to determine search strategy, consultations, and referrals.
Apply FOIA exemptions and Privacy Act provisions with expert-level accuracy using DOJ OIP guidance.
Conduct foreseeable harm analysis to determine disclosure risk prior to release.
Review releasable records and validate redactions using approved redaction software.
Coordinate consultations and referrals with other agencies and VA components.
Draft complex response letters, determinations, and correspondence.
Provide technical guidance, training, and mentorship to junior and journeyman staff.
Perform quality assurance reviews and correct processing discrepancies.
Identify sensitive records and potential legal, privacy, or reputational risks.
Support FOIA appeals and litigation preparation as requested.
Assist in backlog reduction and workflow management activities.
Support DOJ reporting requirements including annual and quarterly FOIA reporting.
Ensure compliance with FOIA statute, VA regulations, and established processing timelines.
Required QualificationsBachelor’s degree from an accredited institution.
Minimum three (3) years of successful FOIA request processing within the last 48 months.
Demonstrated experience applying FOIA exemptions and Privacy Act provisions.
Experience conducting complex record reviews and redactions.
Knowledge of FOIA timelines, request categories, fee determinations, consultations, and referrals.
Ability to analyze records and identify disclosure risks under the foreseeable harm standard.
Experience reviewing or validating other staff’s FOIA work products.
Strong written communication skills and professional correspondence drafting ability.
Proficiency with Microsoft Office Suite and FOIA case management/redaction systems.
Preferred QualificationsFOIA training or certification (DOJ OIP or agency equivalent).
Experience supporting FOIA appeals or litigation.
Experience mentoring, training, or leading FOIA staff.
Familiarity with VA FOIA processes and eFOIA systems.
Experience preparing or supporting DOJ FOIA reporting (annual or quarterly reports).
Background in federal records management, Privacy Act compliance, or NARA schedules.
Clearance RequirementMust be able to obtain and maintain a Public Trust clearance.
Location: PLEASE NOTE THIS POSITION IS LOCATED IN PUERTO RICO at the Fort Buchanan Commissary
Schedule: Must be present during all hours in which contractor services are performed
Pay Guidance: $10 per hour
Hours: 9pm – 5am

Position Summary:
The Custodial Supervisor serves as the Contractor’s on-site authority for all aspects of daily custodial contract operations at the Fort Buchanan Commissary. The Custodial Supervisor is responsible for workforce supervision, quality assurance, schedule coordination, compliance with the SOW, and acts as the primary Government point of contact.
Duties & Responsibilities:
- Maintain on-site presence whenever services are being performed.
- Communicate with Government personnel regarding cleaning issues and corrective actions.
- Conduct inspections, enforce quality control standards, and document deficiencies.
- Enforce OSHA, installation safety rules, and all HazCom/SDS requirements.
- Prepare logs, incident reports, and operational documentation.
- Ensure all commissary areas are cleaned according to SOW requirements, including:
* Sales floors, aisles, and entrance areas
* Restrooms: cleaning, sanitizing, replenishment, odor control
* Offices, breakrooms, locker rooms, and admin areas
* Back-of-house areas: receiving docks, corridors, storage spaces
* Refrigerated and freezer case exteriors, glass, handles, and surrounding floor areas
- Oversee nightly and weekly cleaning schedules including:
* Sweeping, mopping, dusting, trash removal
* Vacuuming mats or carpeted areas (if applicable)
* High/low dusting and periodic detail cleaning
* Machine floor care: auto-scrubbing, burnishing, stripping, and waxing
- Maintain supply inventory, ensure proper dilution and safe chemical handling.
- Verify completion of cleaning checklists and logs.
Qualifications:
- Experience managing custodial or facility contracts.
- Strong supervisory and communication skills.
- English proficiency; bilingual preferred.
- Must meet Fort Buchanan base access requirements.
Physical Requirements:
- Ability to stand, walk, and lift a minimum of 25lbs.
