    Managing the effective development and use of data systems to include collection, organization, storage, protection, and analysis of data systems; implementation of backup and restoral procedures and working practices; and ensuring compliance with data architecture and data management standards and procedures defined in the Data Management Framework.Developing, constructing, testing, and maintaining architectures, such as databases and large-scale processing systems; deriving trends in data sets and developing algorithms to help make raw data more beneficial to the enterprise. The NC3 Enterprise Center (NEC) was established to address future strategic environments, monitor and assess current capabilities, define future NC3 architectures, and ensure modernized NC3 capabilities align with the nuclear triad.

    Job Description and Tasks:

    The contractor shall assist the Government managing the NC3 Digital and Mission Engineering Environment (NDMEE). The team shall assist the continued development and operation of the cloud-based modeling application, which supports the NC3 Enterprise assessment, architecture analysis, and configuration management capabilities as it moves to incorporate digital engineering tools or applications supporting the NEC divisions and NC3 stakeholders.Provide innovative analytical insights within the Data Pipeline, Data analytics, Advanced Data modeling fields.Conduct detailed Extract, Transform, and Load (ETL) and analysis on variety of data sources within Cloud environment.Familiar with various industry accepted data processing tools (COTS) and conduct data manipulation using these tools (e.g., CAMEO, Tableau, OracleDB).Respond to data and product related inquiries in real-time to support business and technical teams.Perform various data analytics in relational and non-relational databases for structured, semi-structured and non-structured data using statistical models.Provide relational database expertise to construct and execute SQL queries to be used in data analysis activities.Provide data solutions, tools, and capabilities to enable self-service frameworks for data consumers, as it relates to the DOD Data Strategy and interoperability with DoD efforts such as JADC2, or other DoD affiliated data requirements.Provide expertise and translate the business needs to design; and develop tools, techniques, and metrics, and dashboards for insights and data visualization.     Project Overview:

    Provide Advisory and Assistance Support (A&AS) to support the NC3 Enterprise Center with the day-to-day responsibility for overseeing and managing NC3operations, maintaining enterprise-wide visibility, assessing comprehensive operational and technical risk, and, with the active NC3 Enterprise Stakeholder participation, developing, presenting, and advocating future capabilities, risk management options, and prioritization recommendations to the Chairman Joint Chief of Staff (CJCS) and Deputy Secretary of Defense (DepSecDef) on behalf of all NC3 Stakeholders.     The government requires Advisory and Assistance Support (A&AS) to assist the Government in creating, maintaining, and enhancing the ability to produce accurate and timely current and long-term all-source intelligence to satisfy Indications and Warning (I&W), Situational Awareness (SA), Joint Intelligence Preparation of the Operational Environment (JIPOE), and Target Systems Analysis (TSA) requirements levied by the USSTRATCOM planning and operations communities. The focus of this task order is both strategic deterrence and Nuclear Command and Control Communications (NC3) functional analysis aligned against peer and near-peer adversaries (Russia, China, North Korea, Iran) as outlined in the National Defense Strategy. Analysts shall conduct analysis/fusion of all-source intelligence, establish and maintain relationships with Intelligence Community (IC) analysts, and support visualization of a current operational picture for the Command. This PWS describes the intelligence requirements for this contract.

    Job Requirements/Required Skills:

    Security Clearance: Top Secret Clearance with SCI, NC2/ESI, SAP and STO eligibility. May be required to pass a Counter Intelligence (CI) Polygraph

    Contractor personnel shall have at least five years’ experience as an all-source analyst authoring or editing intelligence products focused on Order of Battle (OOB), disposition, capabilities, and/or doctrine for strategic forces, and/or regional analysis of peer and near-peer adversaries. (see section 1.2, with the exception of the Production and Dissemination (P&D) position detailed in para 1.5.4 of this PWS).

    At least five (5) years of specialized training with 3-5 years of civilian or military intelligence analysis or intelligence production editing experience, or equivalent in private/academic experience. Experience with IC and DoD production management tools (COLISEUM, e-Task, SharePoint) may require training on USSTRATCOM specific tasking tools (TMT).
