    Provide A&AS support to the Government with the J64 Integrated Master Plan (IMP) and Integrated Master Schedule (IMS). Provide support to J64 senior-level leadership, USSTRATCOM customer(s), and 55CONS to develop an IMS consisting of 1k+ unique IDs. Provide support to build a project schedule on a government provided Microsoft Project Server for completion of actions required to issue newly identified IT contracts/task orders. Provide support to maintain the MS project schedule daily and collaborate with J645 management team and the customer for variances to the plan. Provide support to maintain project schedule, published no less than every two weeks. Provide support to track issues and risks on the government provided Microsoft Project Server program. Provide support to work with the J645 management team and SMEs to identify milestones that are at risk. Provide support to track resource usage and forecast future usage, ensuring J64 leadership is properly informed of tasked resources, planned use and potential conflicts. Drive scheduling efficiency, de-confliction, critical path analysis, and schedule excursions. Deliver change impact assessment to senior leaders when schedules shift for cause or unexpected operational issues. Support Government led root cause analysis activities for schedule anomalies and assist the Government to implement best practices to mitigate future risk on behalf of the customer. Provide support to brief IMPs and IMSs at senior leader meetings.

    Job Requirements/Required Skills:

    • Demonstrate three (3) or more years of experience working with DoD customers and basic knowledge of computers and software such as MS Word, Excel, PowerPoint.
    • Demonstrate three (3) or more years of experience producing deliverables and milestones within the timelines indicated by the Government or customer.
    • Demonstrate three (3) or more years of experience coordinating with multiple organizations and presenting project information to varying audiences, to include senior leaders.

    Job Requirements/Required Skills:

    Security Clearance: Top Secret Clearance with SCI, NC2/ESI, SAP and STO eligibility. May be required to pass a Counter Intelligence (CI) Polygraph

    Contractor personnel shall have at least five years’ experience as an all-source analyst authoring or editing intelligence products focused on Order of Battle (OOB), disposition, capabilities, and/or doctrine for strategic forces, and/or regional analysis of peer and near-peer adversaries. (see section 1.2, with the exception of the Production and Dissemination (P&D) position detailed in para 1.5.4 of this PWS).

    At least five (5) years of specialized training with 3-5 years of civilian or military intelligence analysis or intelligence production editing experience, or equivalent in private/academic experience. Experience with IC and DoD production management tools (COLISEUM, e-Task, SharePoint) may require training on USSTRATCOM specific tasking tools (TMT).

    DESCRIPTION:

    Constellation West is a 29-year WOSB and Prime Federal Contractor Providing A&AS support to the Government with the J64 Integrated Master Plan (IMP) and Integrated Master Schedule (IMS). Provide support to J64 senior-level leadership, USSTRATCOM customer(s), and 55CONS to develop an IMS consisting of 1k+ unique IDs.

    RESPONSIBILITIES:

    • Provide support to the J2 Knowledge Management team in identifying requirements and project goals and in determining the scope of projects.
    • Use project management tools in conjunction with written and oral communication to relay project progress and status to team members, leadership and KM customers.
    • Provide support to the government in planning and documenting project tasks to ensure deliverables and projects are completed on-time and within scope of project. Contractor shall relay any issues with projects to leadership.
    • Support the government in prioritizing projects and tasks.
    • Work with KM customers through current business processes using various project management tools noting areas of inefficiencies, streamlining processes, and documenting the final outcome.
    • Assist the government in documenting projects, applications, and websites to provide clarity of the processes, workflows, and design elements.
    • Provide support to fully integrate MS Office products such as MS Word, Excel, PowerPoint and Outlook with MS SharePoint.

    • At least three (3) years’ experience using technology to streamline unique business processes for the overall benefit of an organization. Demonstrated experience with Information Management (IM) / KM intelligence tools, processes, and activities is highly desired.

Provide support to J64 senior-level leadership, USSTRATCOM customer(s), and 55CONS to develop an IMS consisting of 1k+ unique IDs.

    RESPONSIBILITIES:

    • Shall provide support in the pursuit of content by surveying internal customers to gather feedback and requirements. (CDRL A003)
    • Participate in discussions, meetings, conferences, publication, evaluations, and special projects: providing accurate and relevant feedback within specified timeframes. (CDRL A002, A003, A005)

    • Advise and assist the Government with creating new and updating existing USSTRATCOM Intelligence KM Enterprise Standard Operating Procedures (SOPs) and documentation and broadening the USSTRATCOM J2 KM plan, CONOPs, Mission/Vision and policies and guidance for advancing the J2 KM program.     • Assist in providing training and education on KM principles, policies, guidelines, tools, and processes to the J2 workforce as well as advising other USSTRATCOM directorates and Component Commands on J2 principles, mission sets and responsibilities in relation to supporting CDRUSSTRATCOM and the IC.     • Perform services in a flexible and dynamic pace in order to integrate, test, and evaluate prototype applications into current SharePoint environment.
