    Extensive experience with Information Assurance Certification and Accreditation Process (DIACAP), Certification and Authorization, and/or Risk Management Framework (RMF), Assessment and Authorization efforts for various DoD environments.     Job Description:

The contractor shall perform duties as a senior IT specialist providing a wide range of IT services tailored to support critical command, control, and mission information, processes, and systems, providing advanced knowledge and skill in using IT systems, and is considered an advanced IT user. The contractor shall assist the Government in developing policies and procedures to ensure information systems reliability and accessibility and to prevent and defend against unauthorized access to systems, networks, and data. Conduct risk and vulnerability assessments of planned and installed information systems to identify vulnerabilities, risks, and protection needs. Participate in network and systems design to ensure appropriate systems security policies are implemented. Ensure the rigorous application of information security/information assurance policies, principles, and practices in delivering all IT services. The contractor shall assist the government through the coordination of workflow, activity, and documentation necessary to achieve a successful DoD Information Assurance Certification and Accreditation Process (DIACAP), Certification and Authorization, and/or Risk Management Framework (RMF), Assessment and Authorization efforts for various DoD environments. Works with other application developers to isolate and solve design problems encountered during the test and implementation stages. Responds to and resolves problems with software, hardware, and systems management. Integrates cloud services to provide an integrated information system in order to present mission critical information. Troubleshoots and devises recovery plans for system failure situations. Develops plans to enhance system performance and support enterprise requirements. Provides guidance to less experienced personnel in solving complex problems involving cloud technology, security and system integration. The contractor shall assist the government with IT systems analysis and applications software concepts, functions, techniques, and capabilities sufficient to evaluate new and emerging IT security methods and principles, the feasibility of proposed new systems and applications software projects, and to design, write, test, debug, and maintain information systems and applications software and ensure successful integration with existing and anticipated infrastructure in the cyber weapon system.     Job Requirements:

    At least 8 years of experience in the following:

    Job Requirements:
    Active Top Secret (TS) clearance
    Ability to work onsite at Offutt AFB, NE

    At least 7 years of technical writing experience

    Developing presentations, reports, memos, and multi-media products to quickly and accurately communicate plans, complex issues, technical results, and process instructions or guidance Assembling and staffing complex packages, tracking progress, and adjudicating commentsCreating and editing documents accurately describing purpose, intent, responsibilities, processes, and activitiesCoordinating documents and incorporating inputs to retain original intent while adequately addressing other points of view

    At least 3 years of experience in the following

    Synthesizing and writing on strategic and technical topics and concepts such as communications, space, cyber, or missile warning and defense.Understanding and communicating scenarios to prompt desired exercise or assessment tasks and behaviors.Quickly developing post event summary reports to accurately convey major findings or lessons learned.Be able to synthesize detailed information, correlate the information to/from other reports, presentations, etc. and identify potential synergies or disconnects.Be able to retrieve and communicate data from repositories such as tables, spreadsheets, and/or databases.

    Nuclear Command, Control, and Communications (NC3) represents the capabilities which enable the President to exercise nuclear command and control authorities and the Department of Defense’s (DOD’s) nuclear forces to act upon the President’s direction. The NC3 Enterprise is critical to deterrence and credible nuclear warfighting, but it has not progressed at the pace of technological innovation. The NC3 Enterprise Center (NEC) was established to address future strategic environments, monitor and assess current capabilities, define future NC3 architectures and ensure modernized NC3 capabilities align with the nuclear triad.

    DESCRIPTION:

    Constellation West is a 28-year WOSB and long-term Prime Federal Contractor supporting USSTRATCOM J6 JC2 Cybersecurity work, providing cybersecurity advice, guidance and assistance to the Authorizing Official (AO) and staff, assigned Program Managers, Systems Managers, Security Control Assessors (SCAs) and Information System Security Managers (ISSMs), including packaging and review of A&A products created by the Program Management Offices (PMO), developing, integrating, testing and transitioning JC2 Systems to comply with National and DoD cybersecurity policies, and providing cybersecurity analysis supporting all AO accreditation decisions, risk analyses, mitigation strategies, and Federal and DoD cybersecurity compliance, to ensure the confidentiality, integrity, and availability of all assigned JC2 Systems.
