    DESCRIPTION:

    Supervises personnel in the daily operations of assisted housing programs. Oversees tenant eligibility process, administers contracts, and manages computer systems.

     

    SUPERVISION RECEIVED AND EXERCISED

    Supervision received by Housing Director. The Operations Supervisor supervises and coordinates the equivalent of two or more full-time employees and all assigned work in a unit ensuring timely and quality activities to respond to the needs of the City, community, department, and unit.

    Assists with the implementation, evaluation and interpretation of department policies, projects and procedures.Manages, coordinates, and determines priorities of workload, monitoring levels of resources, establishing timelines, assigning work, monitoring progress, recommending changes and suggestions, writing, reviewing, and editing reports prepared by staff, and approving completed projects and reports.Implements controls for appropriate unit staffing and effectiveness by participating in the recruitment and hiring of employees, making recommendations on employee discipline, and other human resources issues, evaluating and managing employee performance, discussing and identifying personnel issues and facilitating resolutions, promoting positive morale in the unit, ensuring staff is trained appropriately for maximum performance, and providing leadership and guidance.Contributes to the needs of the community and City by implementing and causing others to implement the organization's values and strategies by leading through example, competency, and accountabilities.Provides customer service by responding to information requests, conducting research, providing solutions to problems, and correcting errors.Ensures that unit work conforms to local, state, and federal governmental regulations, and other applicable rules and requirements.Supervises, plans, and coordinates the daily operations of housing by setting priorities, scheduling inspections, answering phone calls, creating reports, and tracking tenant activities.Oversees tenant eligibility by assessing personnel, determining training resources, providing recommendations and improvement plans, and maintaining files.Administers contracts and manages computer systems by assisting clients with contracts or applications, acting as liaison between two parties, updating software and hardware, troubleshooting problems, maintaining database including back-ups, and moving or installing computer equipment.Assists the public with questions, schedules appointments with potential clients, assists with the Low-Income Public Housing and Housing Choice Voucher programs, monitors reports, accepts client payments, conducts fraud investigations, reconciles information, and assists with the processing of contracts, transfers, renewals, and program termination process.Tracks the operating budget for Low Income Public Housing, Housing Choice Voucher and Capital Fund Programs closely. Ensuring all requisitions for operating expenses are accurately coded for payment and contain all necessary backup.

     

    DESIREABLE KNOWLEDGE, SKILLS AND ABILITIES

     

    Knowledge of:

    Knowledge of principles of Public and HCV/Section 8 Housing administration and development. Revised policies as needed.Working knowledge and experience of the principles of public administration.

     

    Ability to:

    DESIREABLE EXPERIENCE AND TRAINING

     

    6 months post high school and prior experience in the administration of a business or supervisor role,A Public Housing Management Certificate or the qualifications necessary to obtain a certificate are required.Experience in staff supervision and budget tracking.Any combination of education and experience, which provides the necessary administrative and professional background to manage Public and HCV Section 8 Housing units.

    Physical Demands and Working Conditions:

    Work is performed in a normal office setting. The noise level is generally moderate (primarily from office machines).     DEFINITION

    This is semi-skilled in the maintenance and repair of city streets, sidewalks, drainage ways and related areas.

    An employee of this class is responsible for performing a variety of street, sidewalk and drainage way maintenance tasks such as patching, oiling, weeding, cleaning accumulations in streets, catch basins and subways, removing debris and clearing drainage ways, assisting in paving projects, placing barricades and cones, and assisting in weed control activities. Work also includes the operation of gasoline or electrical powered equipment and hand and limited equipment maintenance of tools utilized in the performance of the associated work. Supervision is received from the Public Works Supervisor and Public Works Foreman. Work requires the operation of trucks and related street and sanitation maintenance equipment. Although assigned duties are often completed with assistance from equipment, an employee in this class is expected to accomplish most tasks through manual labor.     Cleans spillage around sanitation containers and equipment.

    The Maintenance Technician, under the supervision of the Maintenance Lead and Operations Administrator is responsible for repairs and maintenance of physical structures such as office buildings and apartment units using hand tools and power tools. This position performs routine to complex tasks related to the maintenance, repairs and modifications of buildings, equipment and common areas as requested. Operates and maintains approved power tools and light mechanical equipment. Performs basic painting, carpentry, electrical and plumbing repair work of average difficulty in response to service requests and conducts inspections of apartments.

     

    SUPERVISION RECEIVED AND EXERCISED

    General supervision is provided by Maintenance Supervisor. A Building Maintenance Worker does not have supervisory or lead responsibilities.

     

    EXAMPLES OF DUTIES:

    The position duties and responsibilities listed below describe the general nature and scope of work. Other responsibilities, duties, and skills may be required and assigned, as needed. These essential functions require presence in the workplace on a regular basis and regular attendance must be maintained.

     

    · Troubleshoots repairs or replaces wiring and parts for electrical outlets, switches, light fixtures, breaker switches/fuses and fittings (e.g. leaky faucets, clogged drain and sewer lines, damaged toilets, sinks and water cutoffs). Performs carpentry, electrical and plumbing repair work of average difficulty in response to service.

     

    · Maintains grounds by picking up litter, watering grass and plants, sweeping sidewalks and parking lots, raking leaves and cultivating plants. Scrapes, sands and/or apply cleaning agents by hand to prepare interior walls/ceilings for painting and may paint prepared surfaces with brush/roller. Performs make ready maintenance and cleans/disinfects commodes, sinks, bathtubs, walls, rest rooms, water fountains and replenishes rest room supplies to enhance sanitary conditions.

     

    · Makes minor electrical, plumbing and carpentry repairs by replacing wall outlets, unstopping clogged drains and replacing doorknobs. Assists skilled technicians in making major repairs. Operates electric buffer, vacuum cleaners and other similar equipment in order to clean floors by sweeping, scrubbing, waxing, buffing, shampooing carpets and vacuuming carpets.

     

    · Dusts and polishes furniture, woodwork and shelving, and empties and cleans wastebaskets, ashtrays and windows to enhance housing quality standards. Operates gasoline powered equipment such as power washers, blowers, weed-eaters, etc.

     

    · Uses manual strength and appliance dolly to set up tables and chairs according to simple diagrams for resident activities and to remove and/or install appliances, such as refrigerators and cook stoves.

     

    · May be required to perform work for STHA outside of regular work schedule and to include but not limited to On-Call scheduling and other duties as assigned.

    KEY RESPONSIBILITIES

    Permit & Code Enforcement Support

    Public Hearings & Boards

    Schedule and coordinate meetings for the following boards and commissions:Planning & Zoning CommissionBoard of AdjustmentBoard of AppealsPrepare meeting agendas, record and transcribe meeting minutes, and ensure legal notice posting requirements are met.Maintain and update the City’s website with public notices, meeting materials, and other required postings.

    Interagency Coordination & Reporting

    Attend Pima Association of Governments (PAG) and Regional Transportation Authority (RTA) meetings as required.Prepare and submit housing, commercial, transportation, environmental, and economic development data to regional agencies.

    Business Licensing Support

    Assist with processing and tracking business license applications.Respond to basic business license inquiries from the public.Maintain accurate license records within City software systems.Refer complex licensing matters to appropriate staff.

    SUPERVISION RECEIVED AND EXERCISED

    Executive direction is provided by the Department Head. The Development Services & Code Enforcement Specialist has no supervisory responsibilities.

     

    QUALIFICATIONS

    Note: The required level and scope of the following knowledge and skills relate to the level of the position as defined in the class characteristics.

     

    MINIMUM QUALIFICATIONS

     

    High school diploma or equivalent, including coursework in business English, typing, and basic arithmetic.Two (2) years of administrative or clerical experience supporting a department, program, or office.Relevant education may substitute for up to one (1) year of general experience.Proficiency in Microsoft Office (Word, Excel, PowerPoint).Strong customer service and communication skills.Bilingual in English and Spanish is highly desirable.

     

    Other Requirements

    Valid Arizona Class D Driver License required.Successful completion of a background check and drug screening may be required.Some duties may require specialized training or certification.

     

    Physical Demands and Working Conditions

    Primarily office-based work environment with occasional field inspections.Extended periods of sitting and computer use.Occasional lifting of materials up to 10–20 pounds.Periodic driving, walking, and observation of property or building conditions.Regular interaction with the public, contractors, and external agencies.
