    The Office of Innovation & Technology (OIT) is the central IT agency for the City of Philadelphia headed by the Chief Information Officer (CIO). OIT oversees all major information and communications technology initiatives for the City of Philadelphia - increasing the effectiveness of the information technology infrastructure, where the services provided are advanced, optimized, and responsive to the needs of the City of Philadelphia’s businesses, residents, and visitors. OIT responsibilities include: identifying the most effective approach for implementing new information technology directions throughout city government; improving the value of the city’s technology assets and the return on the city’s technology investments; ensuring data security continuity; planning for continuing operations in the event of disruption of information technology or communications services; and supporting accountable, efficient and effective government across every city department, board, commission and agency.

    Job Description

    Summary

    Under the management of the Office of Innovation & Technology (OIT), the Systems Engineer will fill a crucial role in supporting the Philadelphia Fire Department.     The Systems Engineer will be responsible for mission-critical cross-platform technologies, which include data storage, backup disaster recovery, active directory administration, network security, SAN administration, planning, architectural planning and design, server management and engineering, and other related infrastructure needs. This role is crucial within the Philadelphia Fire Department's IT infrastructure, thus sound technical knowledge of the subject area as well as consistent reliability is required. Professional skills, attention to detail, along with the ability to work within a team are necessary to be successful in this role.

    Qualifications

    Responsibilities:

    Ensure optimal systems and infrastructure availability at all timesProvide strategic and practical recommendations for continuous service improvement.Collaborate effectively with cross-functional teams to deliver high-quality outcomes aligned with organizational policies, guidelines, and procedures.Manage and support endpoints using Microsoft Intune, or other endpoint management systemsDevelop and deploy system images across environments.Possess in-depth knowledge of virtualization technologies, including VMware and Hyper-V.Administer virtual environments, including VM creation, migration, and ongoing maintenance.Perform Level 3 troubleshooting and resolution of complex system issues.Oversee storage management and conduct proactive capacity planning.Manage enterprise backup solutions to ensure data integrity and availability.Conduct routine and advanced server management tasks.Plan, schedule, and implement software and firmware upgrades.Serve as the primary support resource for critical infrastructure systems.Lead application upgrade, deployment, and migration efforts.Oversee system integration through API management and configurationAdminister and monitor server performance to maintain optimal system health.Address infrastructure-related security concerns and evolving system needs.Implement, manage, and maintain Active Directory, including Group Policy Objects (GPO).

    Qualifications:

    Bachelor’s degree (B.S.) or higher from an accredited four-year college or university in Computer Science or a related field preferred.Minimum of 3 years of experience in solution engineering, system upgrades, patch management, and enterprise backup and recovery.Excellent written and verbal communication skills.Strong organizational and time management abilities.Effective decision-making and critical thinking skills.Solid understanding of information security and network security principles.Strong analytical and problem-solving capabilities.Proficient in Active Directory management.Advanced knowledge of PowerShell scripting for systems automation and management.Familiarity with industry-standard security protocols including SSL, TLS, IPsec, HTTPS, SFTP, and Kerberos.Ability to perform effectively in high-pressure or time-sensitive environments

    The Tax Litigation and Collections Unit represents the City, as plaintiff, seeking to collect taxes and certain other amounts owed to the City, and represents the City as defendant in cases where taxpayers dispute their liabilities.   The Department of Revenue is responsible for collecting all taxes due to the City and to the School District of Philadelphia, and for collecting water and sewer charges and certain other debts to the City.  From time to time, the Law Department seeks professional services providers to assist it in its work, including third-party collection services.  The Department of Revenue is selected to administer these contracts, in conjunction with the Law Department’s Tax Litigation and Collections Unit, because of its expertise in the field of taxation and because of its experience in hiring tax collectors.

    Job Description

    Position Summary 

    The duties of a Senior Attorney in the Tax and Revenue Unit’s Real Estate Tax Division primarily consist of litigating agency and state court actions from the pleading stage through trial, which encompasses: 

    Trying foreclosure cases for real estate taxes and other City municipal claims before the Court of Common Pleas. 

    Trying real property market value and exemption appeal cases before the Court of Common Pleas. 

    Handling some further appeals to Commonwealth Court from the above matters in collaboration with the Appeals Unit. 

    Representing the City, including the Sheriff’s Office, in various matters as defense counsel, including quiet title and conservatorship matters. 

    Handling appeals for real estate tax interest and penalties and disputes involving City real estate tax programs – including its Owner Occupant Payment Agreement (“OOPA”), Longtime Owner Occupant (“LOOP”), Senior Tax Freeze, and Homestead Exemption appeals – before the Tax Review Board and when further appealed to Common Pleas. 

    Drafting pleadings, motions, and briefs. 

    Researching and analyzing legal issues. 

    Essential Functions 

    The functions listed below are intended to describe the general nature and level of work performed in this role. They are not intended to be an exhaustive list of all duties, responsibilities, or essential functions. Duties may be modified, assigned, or reassigned as operational needs evolve, consistent with applicable law. 

    Attending Motions Court hearings 2-3 days, but up to 4-5 days per week on average; 

    Attend all real estate tax assessment and exemption pre-trial conferences weekly, as well as argue nunc pro tunc assessment and exemption motions before the Court weekly 

    Attend Tax Review Board hearings as needed at least 3-5 hearings per month; 

    File intervention petitions and argue the City’s position in Act 135 conservatorship actions as needed; 

    Assist current Senior Attorney in defending voluminous motions and mandamus lawsuits filed against the Sheriff’s Office when needed; 

    Perform research and advise Revenue Chief Counsel on complicated issues of tax legislation, particularly pertaining to the Uniformity Clause of the Pennsylvania Constitution; 

    Assist on litigation strategies with junior attorneys in the Unit 

    Handle individual account problems assigned by Divisional Deputy; 

    Handle other litigation matters that may be assigned to the Unit. 

    Competencies, Knowledge, Skills and Abilities 

    Knowledge of laws, legal codes, court procedures, precedents, government regulations, executive orders, and agency rules and process; 

    Ability to analyze large amounts of information, determine relevant facts, and propose viable solutions;

    Strong analytical and problem-solving skills with a demonstrated ability to identify and analyze legal issues within complex fact patterns.  

    Ability to foster and maintain a collegial, inclusive, and professional work environment. 

    Excellent writing, case management, negotiating, and trial skills. 

    Ability to work with and/or train professional legal staff as well as non-legal staff on applicable legal requirements. 

    Excellent judgment and critical thinking in high-pressure situations. 

    Strong interpersonal skills, including the ability to work on teams and collaborate with colleagues and clients; 

    Qualifications

    This is a senior level position, with a minimum of approximately five (5) years of legal experience relevant to the subject matter and/or responsibilities desired.  

    Candidates must have a law degree from an ABA accredited law school and must either be a member in good standing of the Pennsylvania Bar, or currently eligible to be admitted by reciprocity to practice in Pennsylvania (Pa.B.A.R. 204). Continued employment of attorneys not admitted to the Commonwealth of Pennsylvania within six (6) months of hire is at the discretion of the Law Department. 

    Work Location & Onsite Expectations 

    This position is designated as fully onsite and employees are expected to report in person five (5) days per week, in accordance with the City Policy. Regular on-site presence is an operational requirement of this role.

    The Managing Director’s Office (MDO) manages and oversees the operations of the City.     Position Summary

    This is a full-time, in-person position.  The Project Management Information Specialist will play a key role in providing support for software and tool implementations within the Capital Program Office’s Innovation and Analytics team.. In partnership with the team, they develop an understanding of the business processes surrounding the assigned software, learn and maintain expertise in system functionality, and analyze best practices to recommend improvements to system configuration or business processes. The Specialist also plays a key role in documenting application behavior, controls, standards, and known issues to support effective system use and troubleshooting. They provide assistance with support issues and are expected to manage work transparently, proactively identify issues or trends, and prevent problems before they impact operations.     Job Description

     POSITION SUMMARY  

    The Office of Policy & Strategic Initiatives oversees functions needed to support and promote all of the above Commerce Department priorities.  The unit is comprised of the job functions that focus on department-wide strategic initiatives including communications, policy coordination, data collection and analysis, research, report preparation, performance metrics, process improvement, and business advocacy.  The work involves collaborating with teams across the department on special projects and initiatives, and across City government and our many partners as needed.  

    The Director, Data & Metrics, will oversee measurements of Commerce outputs and outcomes and provide quantitative and qualitative analysis to produce data driven reports as needed for legislation, Department materials, and Commerce Director requests.  The Director will utilize QuickBase and other technology tools to develop applications that track program data across the Department.   

    ESSENTIAL FUNCTIONS 

    Data Collection and Analysis 

    Data wrangling and coordination of Commerce unit data entry for quarterly reporting. Provide timely analysis of metric shifts. 

    Represent Commerce on the steering committee for the SEPA regional economic collaborative research hub to ensure it provides data that is useful for Departmental insights and reporting. 

    Digital Enablement and Transformation  

    Build capacity within Commerce by improving internal programs and processes via digital tools, including QUICKBASE.

    Qualifications

    Bachelor’s degree from an accredited college or university, with major course work in a quantitative subject such as statistics, economics, applied mathematics.   

    At least 4-6 years of professional experience extracting, analyzing, and communicating data for a variety of audiences. 

    Ability to extract and compile data from multiple city systems and research platforms in support of requests from within the department. 

    Ability to perform statistical analysis and translate data into charts, tables, and narrative reports that are easily understood by the general public. 

    Ability to prioritize and organize projects to manage to completion. 

    Must be a self-starter with a vision to position the unit for success.  

    Must have excellent analytical, written and verbal communication skills. 

    Proficiency in Microsoft Office suite and other office platforms. Experience with QuickBase is a plus.

    POSITION SUMMARY

    The Vice President, Capital Infrastructure Delivery is responsible for providing strategic leadership, oversight, and support for a large-scale capital program.  This role oversees a portfolio of complex infrastructure projects, ensuring they are delivered safely, on schedule, within budget, and aligned with organizational priorities.

    The Director of Digital Equity serves as the senior leader responsible for developing, implementing, and managing the City of Philadelphia's Digital Equity Strategy and resident-facing digital inclusion initiatives. This position oversees programs designed to increase access to affordable internet, technology devices, digital literacy training, digital navigation services, workforce development opportunities, and emerging technology education for Philadelphia residents.     The Litigation Group includes the Affirmative & General Litigations Unit, Civil Rights Unit, Tort Litigation Unit, Code Enforcement Unit, Labor & Employment Unit and Appeals Unit.  The Law Department's Tort Litigation Unit represents agencies and employees of the City of Philadelphia Department in civil tort litigation. Examples of the Unit’s litigation work include representing police officers in motor vehicle accidents involving a police pursuit, defending the Water Department from claims for property damage due to a water main break, and City agencies in premises liability claims.  The Unit works to ensure that legitimate claims are settled quickly at as low a cost as possible, and claims lacking merit are vigorously defended at trial or arbitration.

    Job Description

    Position Summary 

    The attorney would defend the City of Philadelphia and its employees primarily in the Philadelphia Court of Common Pleas against premises liability, motor vehicle, and property damage claims.  The attorney would be responsible for managing a caseload of approximately 75-85 Major Jury cases.  The attorney will be responsible for independently conducting intensive discovery and investigation of tort claims, conducting and defending depositions, attending court conferences, drafting appropriate pleadings, court memoranda, discovery, and dispositive motions.  The attorney will work with experts (e.g., engineers, medical doctors) and ultimately represent the City at trial, arbitration or ADR.  The Major Trials Attorney position will entail fast-paced, challenging litigation in which attorneys are, with appropriate supervision, expected to independently manage their case files from initial pleading through settlement or trial and manage their litigation calendars.

    Qualifications

    · Deputy City Solicitor candidates must have a minimum of five (5) years of relevant legal experience. Legal experience should include some or most of those described under Essential Functions.

    Senior Attorney candidates must have nine (9) plus years of legal experience relevant to the subject matter and/or responsibilities of your unit required.  

    Candidates must have a law degree from an ABA accredited law school and must either be a member in good standing of the Pennsylvania Bar, or currently eligible to be admitted by reciprocity to practice in Pennsylvania (Pa.B.A.R. 204). Continued employment of attorneys not admitted to the Commonwealth of Pennsylvania within six (6) months of hire is at the discretion of the Law Department. 

     

    Work Location & Onsite Expectations 

    This position is designated as fully onsite and employees are expected to report in person five (5) days per week, in accordance with the City Policy. Regular on-site presence is an operational requirement of this role.

    The Disability Equity Coordinator for the Office for People with Disabilities is responsible for leading and overseeing the implementation of digital accessibility initiatives to ensure compliance with relevant accessibility standards and regulations. This position plays a key role in advancing digital equity by ensuring that all digital content, including websites, mobile applications, and other digital platforms, is accessible to individuals with disabilities. The Coordinator will collaborate with cross-functional teams and stakeholders to identify barriers, recommend solutions, and drive accessibility improvements. Project management experience is preferred to effectively coordinate and deliver accessibility-focused projects.

    This includes advocating for systemic changes to address inequities and barriers faced by the disability community, as well as ensuring compliance with digital accessibility standards such as the Web Content Accessibility Guidelines (WCAG).

    Essential Functions
