    Company Overview
    The Cook County Juvenile Temporary Detention Center (JTDC) provides safe and temporary housing for youth ages 10 – 18 with pending legal action in the Cook County Courts. The JTDC is dedicated to providing its youth with leadership, structured care, and supervision through a balanced approach of creative programming and services that teach responsibility, accountability, and sensitivity. Each member of the JTDC staff is actively encouraged and supported in pursuit of creative participation, personal well-being, and professional development.
     
    As the largest juvenile detention center in the nation, the facility contains five major departments and various offices consisting of 600+ employees who serve an average daily population of 280+ residents.

    The Youth Detention Specialist supervises, guides, and counsels residents through daily activities within the JTDC’s residential and educational programs.

    Typical DutiesClosely provides direct and continuous supervision of JTDC residents in accordance with policy and procedure that promote a safe, secure, and humane environment for residents and staff. This includes monitoring all resident activity to make certain that adequate security measures are maintained through conducting security checks, safety checks, resident counts, searches, and room checks at appropriate intervals.Supervises structured and leisure activities of the residents around the clock, including preparing residents for various group and individual activities such as religious services, classes, recreational programs, and court hearings.Supervises meals and coordinates distribution of food and utensils.Supervises and provides instruction of all activities (e.g.; bathing/showering, personal hygiene, etc.) on a daily-basis to maintain physical cleanliness and hygienic conditions of the juvenile and center. May assist in laundry  of residents’ clothing.Participates in the resident admission and orientation processes which includes, but is not limited to, rules and regulations applicable to residents, room assignments, and completion of appropriate shift log documentation, etc.Administers behavior management programs such as Cognitive Behavior Therapy, Pro Social behavior and social skills.Monitors residents for changes in behavior that may indicate potential crises in accordance with facility guidelines and alerts other staff as appropriate.Intervenes, when necessary, in crises in accordance with policy and procedure guidelines for physical and mechanical restraints, room confinements, or other appropriate action. Submits information to Supervisor in Charge/Team Leader/Assistant Team Leader in accordance with JTDC policy/procedureEscorts residents within the facility and externally as directed. This may be to accompany youth during hospital visits, funerals, and appointments at various social service agencies.Reports all observances of unusual behaviors of resident’s physical and mental health to the Supervisor in Charge/Team Leader/Assistant Team Leader and the designated medical and/or Mental Health authority.Organizes and directs participation in group recreational activities such as games, arts and crafts, gym events, outdoor activities and other activities as needed. Documents resident behaviors and actions daily, using observation notes, incident reports, shift change notes, RMIS shift logs and other related documentation.Ensures compliance with federal, state, local and JTDC policy and procedure and lawful court ordersMaintains cleanliness of assigned PODS and common areasMaintains and accounts for all JTDC issued equipment to include but not limited to radio, keys and Guardian electronic deviceCommunicates verbally and in writing in a coherent and effective manner through reports, and memorandums, both internally and with external agency contacts.In collaboration with a certified instructor, serves as an active participant in the resident’s educational program.Performs other duties as assigned.     Minimum QualificationsA Bachelor's degree from an accredited college or university preferably with major course work in Criminal Justice, Psychology, Sociology, Social Work, or related social services.At least one year of previous experience with at-risk youth in a residential or community-based juvenile justice environment preferred.  At least one year of proven experience in a secured facility is strongly preferred.United States citizenship.21 years of age at the time of application submission.The qualifications listed above are intended to represent the minimum skills and experience levels associated with performing the duties and responsibilities contained in this job description.  The qualifications should not be viewed as expressing absolute employment or promotional standards, but as general guidelines that should be considered along with other job-related selection or promotional criteria.

     Required Qualifications of a Staff Psychiatrist:A staff psychiatrist must be a physician (Doctor of Medicine or Doctor of Osteopathy) licensed to practice in Illinois who has completed an approved residency in Psychiatry and who is certified by the American Board of Psychiatry and Neurology (ABPN).  It is preferred that they be additionally certified in Forensic Psychiatry by the ABPN, or have completed an accredited fellowship in Forensic Psychiatry.
     Job Summary:Staff psychiatrists are directly responsible to the Director/Assistant Director of Forensic Clinical Services.  They conduct psychiatric examinations on individuals referred from the Circuit Court of Cook County, and provide expert-witness court testimony and consultations to other professionals and the Court.
     Typical duties of the staff psychiatrists include but are not limited to, the following:Conduct clinical Forensic Psychiatric evaluations as an independent and impartial forensic expert.Provides written reports and summaries to the Court in a timely manner, which includes relevant opinions and recommendations which comport with Illinois Statutes.Testifies in Court regarding opinions, recommendations, or other relevant issues.Provides leadership in the management of cases by coordinating with Psychology, Social Services, and the Court, and enforcing appropriate Departmental guidelines. Common assessments performed include, but are not limited to:Fitness for trial, pleading or sentencing.Sanity/Insanity at the time of offense.Ability to Understand Miranda rights at the time of giving a statement.Evaluating those adjudicated N.G.R.I. to determine if they are in need of further treatment and what type of treatment.Certification for involuntary admission.Evaluation for diagnosis and treatment recommendations.Assessment of case in Probate Court to determine the necessity of a guardian. Other Duties:Confer with Judges, attorneys, or other court personnel as required in the management of cases.Supervises psychiatric residents and Forensic fellows as required.Consult with other professional staff in the Department, offer medical expertise, and facilitate case management.Provide resources and leadership for conferences within the Department.Attend professional meetings and conferences to maintain the Continuing Medical Education (C.M.E.) credits necessary for continued medical licensure.

    PURPOSE
    Provides stenographic services in order to produce a verbatim record at a high rate of speed.
    Employees under this classification prepare transcripts from stenographic notes for which they are paid a separate page rate.  Preparing transcripts outside of regular working hours is not considered regular working hours for the purpose of calculating hours worked in a week.
    As the second level of the Official Court Reporter title series, this level is distinguished from the entry level position by the minimum requirement of an unrestricted State of Illinois Certified Shorthand Reporter’s (CSR) License.  This class is distinguished from the higher level Official Court Reporter titles by the level of proficiency.
    Work is performed under the direction of the chief judge, administrator and supervisor and is reviewed through personal conferences, general observation of work in progress and upon completion.
    ESSENTIAL FUNCTIONSResponsible to the Chief Judge, the Administrator and the supervisor.Must comply with all applicable statues, administrative orders, court rules and all regulations promulgated by the Chief Judges and any amendments thereof.Provides stenographic services in order to produce a verbatim record at a high rate of speed.Keeps a monthly report of all transcripts on order and files the original report as directed by the Chief Judge.Prepares all transcripts in a timely manner.Follows proper courtroom etiquette, including, but not limited to, impartiality to parties, and appropriate demeanor and dress as specified by the regulations and local rules.Operates personal computer (i.e. stenographic software, word process and other applications.Performs other duties as assigned.EXPERIENCE, EDUCATION AND TRAINING REQUIREMENTS
