    Cetechs is seeking a Contract Program/Financial Manager to oversee all aspects of contract execution and program financial management to ensure compliance, timeliness, accuracy, and quality of deliverables under the TASSC III contract. This role requires strong leadership, financial analysis expertise, and hands-on experience with government systems and data visualization tools to support program operations and reporting.
    Responsibilities and dutiesIntegrate and coordinate all activities necessary to execute contract requirements.Ensure timeliness, completeness, and quality of contract deliverables.Identify and resolve performance issues, develop corrective action plans, and manage scheduling and resource allocation.Provide training, oversight, and guidance for TASSC III contractor personnel.Manage and analyze program finances using government-approved accounting and financial systems (e.g., Wide Area Workflow (WAWF), Comptroller Financial Information System (CFIS), and other government-approved systems).Apply accounting principles to analyze financial transactions, reconcile discrepancies, and recommend process improvements.Deploy and integrate Power BI solutions in a Microsoft O365 environment.Use DAX and Power Query to perform calculations, transformations, and data modeling.Develop, analyze, and troubleshoot Power BI reports and dashboards used for Program Management Reviews (PMRs).Manage dashboard integration, system configuration control, and issue resolution.Maintain and standardize PMD financial models while overseeing access control, user permissions, and new account requests.Minimum Qualifications:Bachelor’s degree in Business, Finance, Accounting, Program Management, or related field (Master’s preferred).5–7 years of experience in base-level program or contract management.Must possess an Active SECRET clearanceExperience in financial operations and program analysis within a government contracting environment.Demonstrated experience using government financial and accounting systems (e.g., WAWF, CFIS).Current Microsoft Power BI Data Analyst Associate Certification.Proficiency in Microsoft Office Suite (Excel, Project, Word, PowerPoint).Strong leadership, problem solving, and communication skills.Ability to manage multiple priorities, meet deadlines, and deliver high-quality results under pressure

    Minimum QualificationsMinimum of 4 years of experience in program financial analysis, preferably within a government contracting environment.Bachelor’s degree in Finance, Accounting, Business Administration, or related field preferred.Must possess an active SECRET clearance Knowledge of the following systems (WAWF, CFIS, CRIS, FMSuites, DEAMS, Government account Systems Working knowledge of government accounting/financial systems and appropriations.Expertise in the application of accounting principles, stages of accounting, and financial controls.Demonstrated ability to analyze financial data, reconcile discrepancies, and provide substantiated recommendations.Strong organizational, communication, and analytical skills.

    Key Responsibilities and duties Manage full life cycle of Federal contracts, including drafting, reviewing, and negotiating terms and conditions.Ensure compliance with Federal contracting principles, laws, and statutes for pre-award and post-award actions.Conduct contract negotiations with vendors and government agencies.Administer awarded contracts, monitor performance and compliance, and process modifications or amendments as needed.Collaborate with program managers and technical evaluators to define requirements and support contract-related decision-making.Perform price and cost analysis to review proposals and determine negotiation positions.Advise stakeholders on contract policies, procedures, and regulations.Maintain accurate contract documentation and records throughout the process.Minimum QualificationsMinimum of 4 years of experience as a Contract Specialist or in a related Federal contracting position.Must possess an active SECRET clearance In-depth knowledge of Federal contracting principles, laws, and statutes.Experience with contract negotiation, contract administration, and cost/price analysis.Ability to interpret and apply Federal policies and procedures to contract actions.Effective communication and collaboration skills for working with technical evaluators and stakeholders.
