    Underground Wireline Construction Manager

    Join a growing telecom infrastructure team leading large-scale fiber network deployments. In this role, you will manage regional OSP teams, including field managers, supervisors, splicers, locators, and construction staff for enterprise and data center fiber deployments. Lead multiple high-capacity fiber construction projects, ensuring completion on time, on budget, and compliant with mission-critical standards.

    Key Responsibilities:

Lead multiple high-capacity fiber construction projects, ensuring completion on time, on budget, and compliant with mission-critical standards. Ensure compliance with industry standards, safety regulations, and enterprise-grade operational policies. Oversee third-party contractors, monitor performance, and maintain vendor scorecards for data center and enterprise projects. Manage budgets and allocate resources efficiently, including personnel, equipment, and materials, across multiple regions and projects. Serve as a liaison with local authorities, enterprise clients, and community stakeholders during construction and deployment. Review project specifications, bills of materials, architectural/engineering diagrams, and as-built documentation for enterprise and data center fiber systems. Support project teams in scheduling, budgeting, and resource acquisition while maintaining high standards for uptime and reliability. Foster a positive, collaborative work environment across office and field teams.

    Minimum Qualifications:

    Bachelor’s degree in construction management, electrical engineering, civil engineering, or equivalent experience preferred. Underground fiber construction experiences a MUST.5+ years managing OSP or enterprise/data center fiber construction teams. Proven experience with high-capacity, mission-critical fiber network deployments. Strong knowledge of telecom engineering, project budgeting, scheduling, cost reporting, and field operations. Proficient in Microsoft Office (Word, Excel, Access, Project), mapping/GIS, and CAD/CADD software. Ability to manage multiple large-scale projects simultaneously in fast-paced environments. Excellent communication, problem-solving, and team-building skills. Willingness to travel regionally and work outside standard hours as needed.

    Physical Requirements:

    Ability to sit for prolonged periods at a desk and work on a computer. Capability to perform physical tasks including walking, climbing, and lifting up to 30 pounds. Travel to regional offices, data centers, and construction sites as required.

    This role involves extensive travel to client sites for fiber optic splicing and related fieldwork. Candidates must be comfortable working in various environments and traveling regularly.

    What Will You Do
    • Perform fusion and mechanical splicing of single-mode and multi-mode fibers, including ribbon fiber splicing.
    • Prepare and terminate fiber optic cables using industry-standard methods and tools.
    • Install and manage fiber in various environments including ODFs, splice trays, enclosures, and patch panels.
    • Conduct cable preparation including stripping, cleaving, cleaning, and protection of fibers.
    • Label and route fiber in compliance with documentation and design standards.
    • Use advanced test equipment (OTDR, OLTS, power meters, visual fault locators) to certify and troubleshoot fiber links.
    • Perform end-to-end testing including insertion loss, return loss, and reflectance measurements.
    • Analyze OTDR traces to identify faults, splices, and connector losses.
    • Produce detailed test results, reports, and documentation for client acceptance and compliance verification.
    • Diagnose and repair faults in fiber optic networks, including complex and escalated issues.
    • Perform root cause analysis and implement corrective actions to prevent recurrence.
    • Execute high-count and ribbon fiber splicing projects, including mass fusion splicing.
    • Manage fiber assignments, routing, and labeling in large-scale installations.
    • Support fiber network expansion, migration, and reconfiguration projects with minimal service interruption.
    • Maintain detailed records of splicing, testing, and repair activities.
    • Ensure all work complies with industry standards (e.g. ITU-T, FOA, BICSI, TIA/EIA, NEC), safety regulations, and company policies.
    • Participate in quality audits and ensure compliance with both company and client operational standards.
    • Support as-built documentation, change control, and test result archiving.

    What You Will Need
    • Minimum 3-5 years' hands-on experience in fiber optic splicing, testing, and installation (Tier 2 or Tier 3 level).
    • Deep understanding of optical fiber theory, attenuation, dispersion, and signal integrity.
    • Proficiency with high-precision fusion splicers (e.g., Fujikura, Sumitomo, or INNO).
    • Skilled in interpreting fiber network design drawings, splice schematics, and optical budgets.
    • Experience working with both inside plant (ISP) and outside plant (OSP) environments.
    • Advanced use of OTDRs, light source/power meters, visual inspection scopes, and fiber identifiers.
