    Job DescriptionJob DescriptionAbout the Role:CDM has an exciting new opportunity for a International SOF Integration and Assessment SME supporting Special Operations Command (SOCOM) J3I. This position  has a range of activities in support of the Engagement Branch.  Specific responsibilities include drafting and maintaining supporting country plans, supporting the planning, coordination and execution of international engagement events and supporting the management and maintenance of all Memorandum of Agreement/Memorandum of Understanding (MOA/MOU) in support of J3-I personal exchanges.   These activities ensure the Division maintains fidelity of its efforts and investment of resources, the efforts remain integrated with the broader USSOCOM Enterprise and are annually assessed and evaluated for Return on Investment (ROI).
    Responsibilities:Assist in drafting, staffing, and coordinating plans, roadmaps, MOA/MOUs in accordance with USSOCOM partnership plan and Commander’s guidance. Process, coordinate, and track to completion all staffing actions regarding international negotiations between USSOCOM and partner nations for Foreign Liaison Officer/ Exchange Officer (FLO/EXO) presence; prepare engagement plans to ensure /FLO/EXO talking points are included in Key Leader Engagements (KLEs).Draft and maintain country plans for J3- partner nations that outline USSOCOM and respective partner nations Operations, Activities and Investments (OA&Is).Conduct liaison with TSOCs and relevant Headquarter Directorates to ensure country plans are aligned with TSOCs and HQ priorities and objectives.Provide quarterly updates and annual assessment of J3-I country plans.Coordinate with other J3-I branches and sections to collect and maintain accurate information regarding J3-I country plans.Provide Subject Matter Expert support to planning and coordinating international engagement events. Support development and staffing of engagement plans and strategies which support negotiation of MOAs for new countries.Maintain a database of all USSOCOM international agreements affecting J3-I exchange and liaison officers and SOLO placement.Prepare staff packages for Chief of Staff-level approval for all J3-I related international agreements.Perform close-out and escort duties as part of the Division’s Security Procedure.

    About the Role:
    CDM has an exciting new opportunity for an International Engagement Support SME supporting Special Operations Command (SOCOM) J3I. The J3-I Support Cell plans, coordinates, executes numerous multilateral events and multinational conferences each year. Due to the significant number and executive level of these events, support is required for research, planning, drafting, staffing, of official documents and correspondence, itinerary development, coordination with multiple offices, commands and countries, and execution of all events. Additionally, the SME provides unique administrative support to assigned international personnel. 

    Responsibilities:
    Provide SME support to the J3-I Support Cell for the planning, coordination and execution of all bi-lateral and multi-lateral key leader engagements.Prepare and review executive correspondence, including review with partner nation personnel, to ensure accuracy of content and correspondence is error free.Support the planning, coordination, and execution of multinational events and other executive-level conferences and symposia, including preparation of invitations and agendas.Capture notes and prepare read-outs for multinational events; coordinate and follow-up actions, as required.Conduct research and coordination as necessary to develop conference invitations, letters of congratulations, thank you notes and other executive correspondence for the Command Group.Maintain awareness of international engagements across the Command via monitoring of and inputs to information tools, such as J3-I and Command calendars, coordination with the Commanders Action Group (CAG), Engagement Tracker, Long Range Calendars, and the HQ Visit Tracker.  Maintain a directory of international SOF key leaders and contacts: draft, conduct research, develop, manage, and update information regarding key leaders across the USSOCOM and international SOF enterprise to enable rapid and accurate exchange of information.Provide conference updates to internal and external meetings, to include updating calendars, meeting slides and other briefing materials.Track PN Foreign Visit Requests (FVR) and Headquarter Visit Requests (HQV) as necessary to support attendance of international personnel at conferences held at USSOCOM HQ.Provide SME support to the J3-I Support Cell for management and maintenance of the Annex A (Terms of Reference) and Annex B (Duty Descriptions) for international EXO and FLO positions in the HQ.Prepare packets for the Division leadership (bios, interview sheets, and corresponding annexes) to facilitate initial and exit interviews of assigned allied and partner personnel.Provide information and support to PN SOF personnel and their families; facilitate in-processing and on-boarding to enable PN SOF performance as a member of the USSOCOM staff.Manage and track all PN SOF efficiency reports and ensure timely submission of PN reports, awards and decorations.Support out-processing of departing PN SOF personnel in a timely manner, to include planning and coordination for departure awards and farewell ceremonies.Perform close-out and escort duties as part of the Division’s Security Procedures.

    CDM Innovations is looking for a driven and experienced International Capability Development Subject Matter Expert (SME) to join our team in Tampa, FL. This is a high-impact role where you'll shape and advance international capability development initiatives that make a real difference on a global scale. SMEs will develop quantifiable assessments of PN SOF interoperability with US SOF and with other PN and identify actions to improve interoperability based on those assessments. 

    Responsibilities:
    Facilitate, support, coordinate, conduct research, analyze data, and draft feasible solutions and options which lead to quantifiable improvements in PN SOF interoperability in accordance with existing security cooperation guidelines. Draft inputs to and assist in PN SOF integration into future developmental working groups, experiments, and war-games.Coordinate PN SOF participation in and inputs to existing J3-I interoperability programs, including Joint Staff J6 Bold Quest, Defense Information Support Agency’s (DISA) Coalition Interoperability Assurance Validation (CIAV), Mission Partner Environment Working Group (MPEWG). Conduct research, collect and analyze data on PN SOF capabilities and gaps; draft and maintain PN SOF capability profile for each PN nation assigned to J3-I and with whom USSOCOM maintains a SOLO.Support development of interoperability objectives for J3-I assigned PN SOF. Draft and maintain roadmaps which track progress by each PN toward achieving their SOF Commander’s interoperability objectives.Coordinate PN SOF participation in pre-mission training for ongoing operations; support and assist PN participation in US exercises and training in accordance with their established training objectives and interoperability roadmap.Support PN efforts to obtain and align their SOF acquisition programs with the appropriate US security cooperation and assistance mechanisms; track all USSOCOM PN SOF security cooperation activities and cases. Draft plans for and support TSOC efforts to support development of SOF-related defense institutions within J3-I countries, where applicable. Develop planning products which enable us to track USSOCOM and SOF Component exercises and Pre Mission Training, and coordinate A/PN participation in accordance with J3-I priorities. Perform the duties and responsibilities as Foreign Disclosure Representatives (FDR) for assigned PN personnel.Perform close-out and escort duties as part of the Division’s Security Procedure.
