    Job Qualifications and skills

    A minimum of 5 years of verified experience as a Quality Control Manager working for General Contractors on NAVFAC or U.S. Army Corps of Engineers (ACOE) projects that included extensive HVAC work OR 10 years of verified mechanical HVAC foreman experience on commercial, industrial, and/or military projects. Experience must include performing or witnessing the following: Ductwork Leakage Tests (DALT), Testing and Balancing (TAB) of air and water moving systems, and Performance Verification Testing (PVT) for mechanical energy consuming systems and HVAC control systems.

    Responsibilities

    Coordinate the construction quality management program and monitor 3-phase checklists.Review contractor Activity Hazard Analyses (AHAs) and Crane Critical Lift Plans.Ensure jobsite safety compliance and recommend dismissal for recurring safety violations.Ensure jobsite safety compliance and recommend dismissal for recurring safety violations.Review baseline schedules, daily reports, and verify as-built drawings for invoice payments.

    Certifications:

    Complete the "CQM for Contractors" course associated with the ACOE.OSHA-30

    Job Duties and Responsibilities

    Typical projects include: mechanical engineering services for plumbing, heating, ventilation and air conditioning systems; digital data controls/instrumentation and control systems, chilled water, steam, hot water, compressed gasses, natural gas, fuel distribution and storage, energy saving and conversion systems, renewable energy/energy efficient systems/studies, and power distribution and generation systems, large utility plants and distribution systems, air pollution control, water and waste water control systems, process and chemical process piping systems, piping and instrumentation diagrams, security controls and Anti-Terrorism and Force Protection (ATFP) for mechanical design of major size and complexity for use in government facilities, including, multi-story office buildings, steam plants, hospitals, housing, manufacturing, training, waterfront structures, laboratories, command and control centers, hangars, medical facilities, and large and complex utility systems.

    Job Qualifications and Skills

    Registration as a Professional Engineer (PE) in the discipline of Mechanical Engineering is required.Professional knowledge and skill in applying the theories, concepts, principles, computer systems applications, and methodology of mechanical engineering relevant to a wide range of construction projects and mechanical utility systems to develop engineering designs and plans for mechanical utility systems (e.g., heating, ventilating, air conditioning, and refrigeration) as a part of complex construction projects.Knowledge of DoD and Navy guide specifications, criteria and policy, industry codes and standards, and standard practices as related to mechanical engineering design, including the American Society of Mechanical Engineers (ASME) standards and Boiler and Pressure Vessel Code (BPVC), American Society of Heating, Refrigerating and Air-Conditioning Engineers (ASHRAE) standards such as 189.1, 90.1, 62.1, various ASHRAE handbooks, National Fire Protection Association Codes such as 54,58, 90A, 96, Sheet Metal and Air Conditioning Contractors National Association, Inc. (SMACNA) Standards, International Mechanical Code (IMC), International Plumbing Code (IPC), and the International Building Code.Knowledge of local, state, federal, and foreign country laws, codes, and other statutory requirements affecting mechanical engineering design throughout the NAVFAC Mid-Atlantic AOR.Knowledge of related architectural and engineering fields and their associated impacts as related to mechanical engineering design.Knowledge and experience with Autodesk software, Microsoft Office products, mechanical engineering design and analysis software and other applicable DoD computer systems and software used by the Command.Ability to produce results of analysis in writing and consolidate findings of others and evaluate recommendations and facts. Ability to make oral presentations of proposed designs and results of studies.Knowledge of budgeting, planning and project management techniques, including the ability to coordinate the work of others and lead teams.Knowledge of and full compliance with Safety Policy and Guidance and use of personal protective equipment.

    Experience and Education

    A minimum of 10 years of professional mechanical engineering code compliant facilities design experience for new construction, including renovation design experience, is required.Must have an Accreditation Board for Engineers and Technology (ABET) Bachelor's degree in a Mechanical engineering program.

    Bristol Infrastructure Design Services, LLC is hiring a Construction Surveillance Engineering Technician (CSET) to support NAVFAC SE at Kings Bay, GA. The Construction Surveillance Engineering Technician (CSET) will provide technical services and expertise related to all phases of construction.

    Major Responsibilities

    Specific tasks for the CSET include but are not limited to the following:

    Coordinate Requests from Construction Contractor. Coordinate request from the construction Contractor for outage requests, excavation permits, burn permits, haul routes and other similar items. This will require liaison with the ROICC and appropriate base personnel (Security, Public Works, Fire Department etc.)Coordinate field activities. CSET shall work with the construction contractor, Navy client customers, activity managers, maintenance and utility servers, Federal Fire departments, and Security Police so there is a seamless coordination of construction activities.Attend Meetings (Pre-Construction, Safety, Contractor Quality Control, Partnering Meetings, and others) and Conferences - The CSET shall take notes, provide information to the ROICC or the ROICC’s representative at the following meetings, conferences, and briefings.Develop Quality Assurance Plans.Prepare Construction Representatives Reports (CCRs)The CSET shall assure that the quality control system of the Contractor is in compliance with contract documents and applicable documents. Prepare draft Contract Construction Compliance Notices (CCCNs) in cases where the CSET observed workmanship and/or materials not in compliance with construction contract documents/specifications or safety infractions.The CSET shall take and provide the ROICC complete progress, record, special construction, and completion photographs.Maintain Working Files. NAVFAC’s Electronic Construction and Facility Support Contract Management System (eCMS) shall be used to manage electronic submittals and documents.

    Minimum Education/Experience

    A minimum of five (5) years of experience as a Quality Control Manager or Superintendent working for a General Contractor on NAVFAC or USACE projects, OR a minimum of ten (10) years of experience working as a Foreman in one or more of the following trades: carpentry, electrical, roofing, HVAC, plumbing, or concrete on commercial/industrial/military projects valued in excess of $5 million. A minimum of five (5) years of experience working as a Journeyman in one or more of the following trades: carpentry, electrical, roofing, HVAC, plumbing, or concrete. Residential experience does not qualify.

    Required Knowledge or Skills

    Specialized training for Construction Quality Verification or completed an equivalent course.Competent computer skills for network data entry.Proficiency in using computer software programs such as Microsoft Word, Excel, and Outlook, as well as Adobe Acrobat Professional.Ability to communicate in English effectively orally and in writing.Experience in maintaining official construction site records.Experience in conducting meetings to resolve problems on construction projects and briefing clients and management personnel.In depth knowledge of construction practices and workmanship, including experience in proper uses of construction materials and installation methodsIn depth experience interpreting construction drawings and specifications on construction projects.Experience in making materials take-offs for construction work.Ability and experience in the inspection of materials, workmanship and construction and installation of various systems within the inspector’s area of expertise.Knowledge of safety practices in the construction industry, including a background of familiarity with USACE (EM-385-1-1) and OSHA safety requirements.Completed the 30 Hour OSHA Construction Training within the past 2 years.Must hold a certificate in USACE Construction Quality Management (CQM) for Contractors Training (maintain valid 5-year certificate) or obtain certification within 60 days of onboarding.U.S. Citizen.A valid driver’s license.

    Physical Demands
