  • Commissioning Manager

    GENERAL SUMMARY
    Under general direction of the Sr. Commissioning Manager, initiates and coordinates the development and implementation of the Airport Commissioning Policy for construction and capital improvement projects. Assists in the administration of each phase of commissioning (Cx) and ensures compliance with contract requirements. Accepts and reviews project as-built plans for compliance and accuracy as a part of project closeout and Certificate of Occupancy (C.O.) issuance. Fosters interdepartmental and stakeholder relationships through effective communication and monitors Cx consultant activities for compliance.

    PRINCIPAL DUTIES AND RESPONSIBILITIES
    1. Develops Cx scopes of services, Cx cost estimates and attends Cx pre-proposal meetings, Cx kick-off meetings, and additional meetings as required for designated Cx projects.
    2. Monitors Cx activities on an ongoing basis to ensure the timely and efficient completion of Cx work and to ensure compliance of project contract Cx requirements.
    3. Confers with the Sr. Commissioning Manager to develop and implement programs and procedures affecting Commissioning.
    4. Develops and/or maintains documentation of Cx projects and milestone events in the completion of Cx projects to provide timely and uniform periodic management information reports. Reviews project schedules for commissioning events and provides feedback for Cx budget reports.
    5. Receives and reviews project as-built drawings, O&M manuals, training DVDs, warranty manuals and commissioning reports.
    6. Analyzes contracts, reviews plans, drawings, specifications, and submittals and verifies commissioning schedules as required. Identifies deficiencies and out-of-scope work requirements and initiates appropriate measures with the assigned project manager to facilitate project completion.

    MINIMUM REQUIREMENTS
    Bachelor's degree in architecture, engineering, construction management or a related field. Five (5) years professional-level experience in construction management and/or commissioning.
    Any equivalent combination of education and/or experience may be substituted for the above.
    Possession of a valid Class C driver's license.
    REQUIRED KNOWLEDGE, SKILLS AND ABILITIES
    Knowledge of commissioning methods, materials, equipment and contractual requirements of public works construction projects.
    Knowledge of national, state, and local zoning ordinances, codes and regulations.
    Knowledge of cost and scheduling control techniques and ability to apply same to all commissioning projects.
    Knowledge of professional services procurement processes.
    Ability to monitor third party Cx consultants in a manner conducive to the timely and efficient completion of work.
    Ability to communicate clearly and effectively, both orally and in writing.
    Ability to influence third party Cx consultants to comply with Airport Board rules, regulations and procedures relating to airport commissioning projects.

    Job SummaryThe Project Manager role includes management of multiple (typically five to seven) transportation and public works projects and/or programs simultaneously with comprehensive scopes of work that include advance project development (APD) planning, preliminary engineering, final design, plans, specifications & estimates (PS&E), bid phase services, and construction phase services (construction engineering & site inspections, change orders, audits, etc.).
    Essential Duties and Responsibilities: may include any or all the following: Analyze project scope and validate with site visit as needed; and prepare level of effort for required fee / budget and negotiate final fee with client. Coordinate with client on project status and budget; direct the preparation of invoices, prepare associated progress reports, and approve invoices; negotiate supplemental fees for added scope. Manage and lead multiple projects simultaneously, ensuring on-time status and delivery, within budget, and compliant with quality standards; Determine and oversee staffing/resource requirements. Work directly with, and provide guidance to, clients and BEC staff with varied levels of experience and expertise. Develop and present communication plans, materials, and graphics for public interest meetings (city council, local, residential). Ensure that projects adhere to all relevant industry standards, regulations, and engineering specification safety protocols. Respond to construction administration engineering action items: Requests for Information (RFIs), change orders, materials quality approval, etc. Conduct quality control audits; review all designs originating from the BEC - Houston office projects, ensuring accuracy, and work product. Conduct site visits to monitor construction and validate project delivery. Attend pre-bid, construction (all-phase), status update and close-out meetings; answer questions and resolve design issues. Assist with business development efforts (proposal write-ups, industry meetings, visit existing / potential clients, etc.) Other duties and projects as assigned.Supervisory Responsibilities None.Education and/or Experience Bachelors degree in Civil Engineering or related field of study required. MS in Engineering desired. 10+ years experience in civil engineering design, and management of multiple projects simultaneously. 5+ years experience in direct management/supervisor experience helpful. Experience in hydraulics and hydrology engineering a plus.Certificates, Licenses, RegistrationsProfessional Engineer (PE) License in Texas required. Project Management Professional (PMP) certification desired.
