    Position Summary
    This role conducts quantitative financial analyses that support investment and budget decisions for public-sector programs, with a primary focus on the PMA-280 Integrated Test Team (ITT). The position manages RDT&E and OMN funding, prepares budget exhibit inputs, POM submissions, and financial impact statements, and reviews all financial documentation to provide expert guidance on budget implications. It requires close coordination with SYSCOM partners to establish and track annual work assignment agreements and to monitor planned versus actual obligations and expenditures. The analyst collaborates with BFMs, cost leads, and program teams on funding strategy and execution across the FYDP, while identifying and monitoring risks associated with ITT budgets. Additionally, the role leads continuous process improvement efforts, including the implementation of NAVAIR’s Common Spend Plan Tool (CSPT). Success in this position requires strong analytical skills, attention to detail, independent problem-solving, proactive communication, collaboration with internal and external stakeholders, and a willingness to learn and support evolving financial processes.

    Responsibilities
    • Provides PMA-280 Integrated Test Team (ITT) financial support and manage funding for the RDT&E and OMN appropriations.
    • Prepares inputs for budgets exhibits, POM submissions, and financial impact statements.
    • Reviews all financial documentation for applicable impacts to budget, provides financial point of view and serves as the technical expert on all financial matters.
    • Coordinate with multiple SYSCOMS on annual work assignment agreements; track each SYSCOMs obligation/expenditure planned vs actual financial performance.
    • Liaise with the BFM shop, Cost Leads and program teams on funding planning and execution across the FYDP.
    • Identify and monitor all risks associated with the PMA-280 ITT budgets.
    • Lead the ITT Financials in the continual process improvement and implementation of NAVAIR's Common Spend Plan Tool (CSPT).

    Required Education
    • BA/BS degree in related field, MA/MS preferred

    Position Summary
    The LSI APMSE Technical Support Analyst will take direction from the LSI APMSE and will be direct support to the LSI APMSE and Deputy APMSE. Responsibility will include but not limited to, coordination of, running, taking minutes and tracking actions items for weekly team level and sub level meetings and engineering events. Assisting the APMSE and Deputy APMSE with ensuring sound engineering processes are being followed, proper events are planned and taking place, as well as ensuring proper staffing, financial planning and execution, and technical expertise are in place to support. They will also support the Air System and UMCS efforts by ensuring coordination and communication occurs across the Government and Contractor teams.

    Responsibilities
    • Attend and run meetings in person. Capture action items (with enough detail to be actionable and relevant) and provide meaningful minutes.
    • Manage calendars & schedules for the APMSE and DAPMSEs as well as across the engineering team for Upcoming Engineering events, GEMAT, team member leave calendar, etc.
    • Compile information and data from multiple sources (briefs, meeting minutes and actions, spreadsheets, etc.) to develop briefs & response to Executive and Level 1 data calls.

    • Implement and maintain a data management program for the PMA in accordance with DoD 5010.12-M “Procedures for the Acquisition and Management of Technical Data” and NAVAIRINST 4200.21E “NAVAIR SYSCOM Data Requirements Review Board”
    • Develop PMA instruction and guidance for proper acquisition, storage, integration, and exchange of DoD records and data management requirements.
    • Participate in periodic management assessments for the purpose of collecting and maintaining process metrics and reporting techniques to ensure team compliance with DoD level records and data management policies and procedures.
    • Determine requirements and develops specific PMA records and data management program training requirements.
    • Ensure standardization of PMA Data Items Description (DIDs). Review new and revised DIDs to ensure compliance with OSD acquisition streamlining and standardization policies and procedures. Submit and monitor all generated DIDs through NAVAIR in order to ensure timely approval and approve special One-Time only DIDs in support of special or unique program acquisition requirements. Provide data management competency guidance for DIDs and related Contract Data Requirements Lists (CDRL) (DD Form 1423 or equivalent).
    • Provides data management program guidance to acquisition managers in the preparation and submission of data management related product deliverables including Procurement Initiation documents (PIDs), Engineering Change Proposals (ECPs), Statements of Work (SOW) and Request for Deviations, Waivers and Variances. Assist in developing contractual requirements for common or peculiar data program related product deliverables; such action ensures that Defense Contractors are responsive and have adequate data management programs for meeting life cycle information requirements. Analyze Statements of Work (SOWs) and CDRLs, and ensuring that CDRLs, SOWs and PID packages are in agreement for data management requirements. Attend Procurement Planning Conferences (PPCs) as necessary.
    • Coordinate Data Requirements Review Boards (DRRBs) to authenticate all data requirements and to ensure that the PID meets acquisition suitability in accordance with the policy and procedures. Incumbent is also responsible for developing and maintaining training modules and briefing packages on data management program work processes, internal and external training requirements.
    • Manage how the PMA reviews/approves all program contract deliverables, coordinating the program management, engineering and logistics review of all deliverables and providing acceptance/rejection to the Government Contracting Officer for action, as well as accurately maintaining the CDRL tracking database.
    • Understands the management of a collaborative Integrated Data Environment (IDE) along with various IDE software tools, in which the incumbent will be the resident expert (such as Acquisition Management System (AMS) CDRL Tool, TOMIS)
    • The incumbent must be able to think and speak clearly, present ideas (both orally and in writing), do original thinking, possess a high degree of self-initiative and have the ability to meet and effectively negotiate with people at all levels.
