BLH Technologies, Inc., is seeking a Senior Project Manager, PMP to lead a federal contract supporting the U.S. Department of Health and Human Services (HHS). This role will oversee the delivery of training and technical assistance (T&TA), data analysis, communications, and program support services for grant programs focused on economic mobility and community development.
Working with senior BLH staff, you will be responsible for overall contract performance, ensuring high-quality delivery of services, effective coordination with government stakeholders, and successful management of a multidisciplinary team. You will play a critical leadership role in supporting federal initiatives that strengthen community organizations and improve outcomes for low-income populations.
Duties include but are not limited to:
· Provide overall program and project management oversight for contract execution, including staffing, scheduling, and performance management.
· Lead development and implementation of the program plan, including technical approach, timelines, and performance metrics.
· Serve as the primary interface with the Contracting Officer’s Representative (COR), ensuring effective communication and coordination.
· Oversee delivery of T&TA services, ensuring alignment with program goals and recipient needs.
· Manage and supervise a multidisciplinary team, including analysts, technical advisors, and support staff.
· Ensure timely preparation and submission of monthly, final, and ad hoc reports, including financial and performance reporting.
· Oversee development and implementation of a Quality Control Plan (QCP) to ensure compliance with contract requirements and continuous improvement.
· Support grant program operations, including oversight of recipient activities, data analysis, and reporting.
· Coordinate and oversee meetings, briefings, and stakeholder engagements, including logistics and preparation of materials and documentation.
· Ensure delivery of communications products, policy support, and capacity-building resources in compliance with federal standards (including Section 508).
· Lead planning for annual grant competitions, including support for Notice of Funding Opportunity (NOFO) development and review processes.
Requirements:
· Master’s degree preferred
· Project Management Professional (PMP) certification preferred
· At least five (5) years of experience with federal block, formula, or discretionary grant programs
· Experience overseeing the drafting of technical documents for senior leadership
· Experience directly managing teams of mid- to senior-level staff
· Ability to obtain a U.S. Government clearance for federal facility access

• Coordinate with data analysts and grant specialists to integrate data analytics into program integrity efforts.
• Develop and deliver training and technical assistance to staff and recipients on compliance, reporting, and risk mitigation.
• Prepare reports, briefings, and documentation related to program integrity findings, risks, and recommendations.
• Support compliance with federal regulations, reporting requirements, and internal controls standards.
Requirements:
• Masters degree in a related field
• Experience with federal grant programs, preferably including discretionary or demonstration programs
• Experience conducting risk assessments, audits, compliance reviews, or program integrity activities
• Experience analyzing programmatic and/or financial data to identify risks or irregularities
• Knowledge of FWA prevention principles and internal controls
• Experience supporting program monitoring, evaluation, or oversight activities
• Strong analytical skills, including ability to identify trends, anomalies, and risk indicators
• Experience developing policies, guidance, or training materials related to compliance or program integrity
• Strong written and verbal communication skills, including ability to brief senior stakeholders
• Ability to collaborate with cross-functional teams and federal stakeholders
