    https://www.bctpartners.com/          As no individual candidate meets every qualification, we encourage candidates who meet most of these requirements to apply! The IT Change Management Specialist (PMP) will lead the planning and implementation of the Governance, Risk and Compliance (GRC) federal contract. This role manages project timelines, plans, and resources to ensure successful delivery and  collaborates with IT teams, federal staff, and external vendors to align cloud-related activities with organizational goals and regulatory requirements. Additionally, the IT Change Management Specialist contributes to process improvement initiatives for enhancing project delivery.  
     
    This is a hybrid role that requires working three days per week in the Washington, DC office, with the remaining time spent working remotely. How You Contribute to the Team: Develop and execute comprehensive project plans, including scope, timelines, and resource allocation. Lead all phases of project management: initiation, planning, execution, monitoring, and closure. Ensure project deliverables meet quality standards, remain within budget, and adhere to established deadlines.  Balance client expectations with realistic project approaches while fostering collaboration among stakeholders and being mindful of the scope of work.  Develop and implement change management strategies to support the adoption of new systems, tools and processes.  Address conflicting needs of stakeholders, effectively managing complex project and change-related issues and mitigating risks. Facilitate effective communication among executives, clients, service providers, and contract staff to ensure alignment and smooth transitions. Provide timely and transparent updates on project status, change impacts, readiness assessments, and adoption metrics. Develop and implement risk management strategies to anticipate and address potential project and change-related risks.  Ensure compliance with industry standards (including FISMA) and regulatory requirements in coordination with the GRC team.  Plan, design, implement, and evaluate the effectiveness of projects based on stakeholder feedback and business needs. Maintain compliance with Section 508 accessibility standards for all IT systems, communications and training materials. Implement strategies to ensure successful adoption of applications, security patches, and system changes. Maintain comprehensive documentation for project management plans business cases, configuration management, change management, and other project activities. Research and recommend best practices, new technologies and improvements to the IT environment. Implement and maintain the virtual environment and backup/recovery systems. Develop and maintain comprehensive network infrastructure design, including virtual LANs, network maintenance, server upgrades, optimization, and backup of server/user files. 
     Support applications and solutions in the active development portfolio, including .NET framework, ASP.net, SharePoint, React, SQL Server, and Team Foundation Services.What You Bring to the Table: Bachelor’s degree in Computer Science, Information Technology, Business Administration or a related field. Minimum of 8 years of project management experience; cloud infrastructure project experience strongly desired. Prior experience managing enterprise IT projects within government or highly regulated industries. PMP or similar project management certification required. Certifications in cloud technologies (e.g., Microsoft Certified: Azure Administrator Associate) highly desirable. Certifications in change management methodologies (e.g., Prosci, CCMP) highly desirable. Strong technical knowledge of cloud services,  Excellent verbal and written communication skills, with the ability to convey complex project and change initiatives to diverse stakeholders. Strong leadership and team management capabilities, with experience guiding teams through IT project transitions and change initiatives.  Advanced problem-solving skills, and the ability to manage multiple projects simultaneously. Proficiency in utilizing Microsoft 365 Copilot to enhance productivity in day-to-day project management tasks, such as drafting project plans, generating reports, summarizing meeting notes, and preparing presentations. Ability to guide team members in leveraging Microsoft 365 Copilot tools for improved collaboration and workflow efficiency. General understanding of Generative AI applications and their practical applications with a focus on driving adoption and maximizing impact.  A proactive approach to staying updated with emerging AI technologies and identifying opportunities to integrate them into everyday practices. There are multiple factors considered in determining final pay for a position, including, but not limited to, relevant work experience, skills, certifications and competencies that align to the specified role, geographic location, education and certifications as well as contract provisions regarding labor categories that are specific to the position. BCT offers a competitive total compensation package that, for this position, the salary range is $115,000 to 125,000 along with a generous benefits package.       The Senior IT GRC (Governance, Risk, and Compliance) Analyst will oversee the technical design, implementation, and maintenance of multiple information security disciplines. This role involves managing security policies, awareness and education, risk management, and regulatory compliance.       The Administrative Assistant will be part of the Office of Head Start Training and Technical Assistance (TTA) team working with our client, the U.S. Department of Health and Human Services (HHS), through the Administration for Children and Families (ACF) and the Office of Head Start (OHS). For more details about this program, please see the information at the bottom of this job post. This hybrid role requires being able to commute to the Kansas City, MO Regional Office multiple days per week. How You Contribute to the Team: Provide general administrative support for TTA contract activities and deliverables as directed by the Regional TTA Coordinator and the Regional Office. Conduct event planning for regional TTA meetings and events, including provision of virtual TTA. Perform general clerical duties such as data entry and recordkeeping. Aggregate and prepare data from existing government systems to inform and report on TTA activities. Support Regional TTA Coordinator in preparing and submitting accurate and timely monthly and quarterly reports and travel plans. Ensure that Head Start Enterprise System and other records are up-to-date. Support the TTA Coordinator in completing the annual regional OHS Professional Development Plan process. Incorporate other tasks specific to the support of the TTA Coordinator’s work or as requested by the COR. Perform these and other reasonable tasks as assigned by management in support of BCT’s goals and objectives.  What You Bring to the Table: Minimum of a 2-year college degree from an accredited college or university is preferred. Experience aggregating data and producing reports based on multiple data sources. Proficiency in Microsoft Office Suite or similar applications. Experience communicating, when speaking and writing, to various audiences. Experience organizing and performing multiple tasks at the same time. Experience providing administrative support to project and/or contract management team and staff who work remotely. Experience with event coordination and planning is preferred. Strong organizational, administrative and project coordination skills with an exceptional attention to details and the ability to effectively manage multiple priorities and meet tight deadlines.     Proven ability to communicate effectively when speaking and in writing, produce high quality written products such as memoranda, presentations, and correspondence, and exercise sound judgment.    Asks questions to gain clarity, welcomes the input and decisions of others and supports change.   Strong interpersonal skills, with the proven ability to collaborate and build relationships with staff, clients, remote colleagues, supervisors, and others.    Able to, both independently and collaboratively solve problems and make decisions.  Computer and Internet proficiency; experience with MS Teams, SharePoint and Monday.com a plus.

    About this Program 
    Head Start is a nationwide comprehensive child development program serving pregnant women, eligible children from birth to five years old, and their families. The U.S. Department of Health and Human Services (HHS), through the Administration for Children and Families (ACF) and the Office of Head Start (OHS), provides grants to local public, private non-profit, and for-profit agencies to offer Head Start and Early Head Start services to economically disadvantaged families.     Head Start is a nationwide comprehensive child development program serving pregnant women, eligible children from birth to five years old, and their families. The U.S. Department of Health and Human Services (HHS), through the Administration for Children and Families (ACF) and the Office of Head Start (OHS), provides grants to local public, private non-profit, and for-profit agencies to offer Head Start and Early Head Start services to economically disadvantaged families.     The Grantee Specialist will be part of the Office of Head Start Training and Technical Assistance (TTA) team working with our client, the U.S. Department of Health and Human Services (HHS), through the Administration for Children and Families (ACF) and the Office of Head Start (OHS). For more details about this program, please see the information at the bottom of this job post. The Grantee Specialist will work remotely and be willing to travel as required. Candidates for this role must reside in Iowa, Kansas, Missouri, or Nebraska.How You Contribute to the Team: Provide on-site, group, and virtual T/TA to grantees related to governance, program management, and fiscal operations, including supporting grantees in the following areas: Correction of areas of noncompliance and deficiencies identified through the federal monitoring process. This may require on-site work for periods of time ranging from one day to several weeks. Development and implementation of a Quality Improvement Plan (QIP) that addresses root causes of the areas of noncompliance and deficiencies for grantees, as directed by the regional office. Improvement of program oversight and management in areas of concern identified through the Regional Office oversight processes. Maintain regular and timely communication with the appropriate Regional Office staff on delivery of TTA and progress toward corrective actions or quality improvement. Coordinate TTA with Early Childhood, Family Engagement, Health, and System Specialists to ensure effective integration of management systems TTA that supports improvements to education, family services, and health services, as directed by the Regional Office. Develop and provide effective presentations and training in areas related to program management and fiscal operations. Support emerging OHS initiatives and priorities. Perform these and other reasonable tasks as assigned by management in support of BCT’s goals and objectives.  What You Bring to the Table: Bachelor’s or advanced degree from an accredited university or college. Courses, conferences, seminar attendance, relevant work experience and other events that demonstrate remaining current in the relevant field; required when the highest degree was awarded more than ten years ago.  Minimum of 5 years’ experience related to program and/or organizational management and/or fiscal operations with HS/EHS programs and the development and implementation of comprehensive management systems. Experience supporting grantees to improve the effectiveness and quality of program operations and management systems. Experience providing technical assistance that includes working with governing bodies, management teams and program staff. Experience assisting organizations to address compliance issues. Experience communicating, both when speaking and in writing, to various audiences. Desired Requirements:  Fiscal expertise in areas such as budgeting, multiple funding sources, applicable uniform guidance regulations, Head Start specific audits, and the fiscal role of the governing body. Experience facilitating group discussions and presenting to a range of audiences. Experience analyzing data and assisting programs to make data driven decisions. Now that you’re familiar with the position, we encourage you to apply.     There are multiple factors considered in determining final pay for a position, including, but not limited to, relevant work experience, skills, certifications and competencies that align to the specified role, geographic location, education and certifications as well as contract provisions regarding labor categories that are specific to the position. BCT offers a competitive total compensation package that, for this position, includes a base salary between $65,000 and $105,000 along with a generous benefits package. BCT’s benefits include heavily subsidized medical, dental and vision coverage, fully vested 401k plan with company match, company paid life and disability insurance plans, paid family leave, and a plentiful paid time off policy.  Though we do have staff in all four time zones, BCT Partners works primarily on Eastern Time.  We support and encourage a strong staff community, leveraging virtual communication tools and collaborative work practices.
