    The Opportunity

    The Baltimore Regional Housing Partnership (BRHP), which operates the Baltimore Housing Mobility Program, is a 501(c)(3) that assists over 4,000 qualified families in moving from areas of concentrated poverty and obtaining quality and affordable housing in communities with strong schools, low crime, and ample job opportunities in high opportunity areas within Baltimore City and Anne Arundel, Baltimore, Carroll, Harford, and Howard Counties.

    BRHP seeks a Rental Assistance Associate who cares about providing the best service to low-income families and whose duties include determining and documenting applicant or participant eligibility, income, and rent for the BRHP Housing Choice Voucher (HCV) program in accordance with the Program’s administrative policies and procedures. Conducting all job functions according to BRHP’s Administrative Plan, US Housing and Urban Development regulations and other state and local requirements, the position requires full accountability for assigned cases including maintaining accurate and complete files, resolving issues, and responsiveness to all inquiries.


    Essential Duties and Responsibilities

    The below statements are intended to describe the general nature and scope of work for the Rental Assistance Associate position. This is not a complete listing of all responsibilities, duties, or skills required.

    • Manage an assigned caseload of HCV participants through maintaining accurate and complete applicant and participant files

    • Process all transactions within a database for re-certifications, rent increases, interim changes, denials and/or terminations within the required time frames

    • Conduct participant voucher briefings

    • Determine program eligibility, issue vouchers, calculate tenant rent and housing assistance payments

    • Process and approve requests for tenancy

    • Educate participants on program requirements and family obligations

    • Provide excellent customer care and the ability to act as a representative of BRHP to the public

    • Meet with clients as walk-in or mediation

    • Obtain certification in Housing Choice Voucher Specialist with a score of 85% or higher within 120 days of employment

    • Perform other duties as assigned

    Qualifications

    Associate degree from a regionally accredited institution in Social Policy, Public Administration, Social Sciences or a closely related field & 4 years of work experience in the related field

    OR

    Bachelor’s degree from a regionally accredited institution in Social Policy, Public Administration, Social Sciences or a closely related field & 2years of work experience in the related field

    OR

    5-8 years of experience working with the public in a housing program, social service program, or related field


    Preferred Qualifications

    • Prior experience working with a Housing Choice Voucher program or other affordable housing program

    • Housing Choice Voucher program certification

    • Knowledge of Yardi software

    BRHP seeks a Housing Mobility Navigator who supports the organization’s mission of providing quality housing mobility services to qualifying families moving to opportunity areas. BRHP is looking for a Housing Mobility Navigator that can effectively manage competing priorities and assist a diverse client population with adjusting to new communities. Primary duties include: conducting home visits, connecting families with resources, conducting landlord/tenant mediations, and assisting families with the move process in accordance with the Program’s administrative policies and procedures.


    Essential Duties and Responsibilities

    Work with clients in an effective manner to ensure that services improve outcomes for families choosing to live in opportunity areasDocument, coordinate, and collaborate with external stakeholders to maximize benefits of the move to new neighborhoods within opportunity areasProvide case management for requests to move including: assisting with workshops; managing voucher issuance; and conducting follow-up calls or emails for all move related inquiriesAssess move readiness based on counseling contactRefer families to available units in opportunity areas and plan and conduct housing search tours for individuals and groupsConduct independent housing searches to identify units for applicants and participantsProvide administrative support to participants that are new to the program or seeking to moveCommunicate with property owners and participants to explain program requirements and encourage participation in the Baltimore Housing Mobility programPrepare and update communications to landlords and participantsAssist families in the development of action plans with objectives, services to be provided, milestones for completion of key elements, and timetablesMake appropriate referrals for needed services to help remove barriers to a successful moveConduct home visits in alignment with targeted schedule and follow-up as neededProvide families with detailed information about connecting to local resources in opportunity areasConduct landlord/tenant mediationsProvide assistance with efforts of credit repair or rental history matters to assist families with tenant screening requirementsAssist families with needed transitions after their move, including help in locating schools, churches, childcare, and employment, social and medical servicesMaintain required records of mobility navigation services provided, and the referrals made for each familyDetermine client compliance with program policy and regulations and suggest corrective follow-up as neededPerform other duties as assigned
