SCOPE OF SERVICESThe scope of this project is to develop a secure, internal-facing, web-based portal that will provide HESC staff with a consolidated view of financial aid applications to make application processing more efficient. This includes reviewing, updating, and verifying information using supporting documentation and data from multiple data sources; where possible, streamline and automate processes to help make eligibility determination and reporting easier. External-facing features such as student/applicant or college portal are excluded from the scope of this project.
JOB DESCRIPTIONThe Project Manager Lead will be responsible for overseeing project execution, manages timelines, coordinates with HESCs Product Owner, facilitates Agile ceremonies (daily scrums, sprint planning, reviews, retrospectives), and ensures milestone delivery. Responsible for budget tracking, risk management, and client communication. the successful project execution of Agile software development initiatives for the Higher Education Services Corporation (HESC).This role requires a results-driven professional with deep experience in managing complex public-sector IT projects and coordinating cross-functional teams in a fast-paced Agile environment.This position plays a critical role in ensuring timely, high-quality delivery of cloud-native or low-code development platform (LCDP) solutions, preferably within a .NET framework.RESPONSIBILITIES:Lead and manage end-to-end Agile project execution, including scope, timelines, budgets, and resource planning.Coordinate with HESCs Product Owner and ITS teams to ensure alignment on priorities, deliverables, and timelines.Facilitate core Agile ceremonies such as daily stand-ups, sprint planning, sprint reviews, and retrospectives.Track and manage project milestones, ensuring timely delivery of all phases.Monitor project risks and develop mitigation strategies proactively.Maintain clear and consistent communication with stakeholders, providing regular status updates, issue escalations, and change management recommendations.Track project budgets and ensure adherence to financial controls and reporting standards.Support team collaboration and continuous improvement throughout the software development lifecycle.
MANDATORY SKILLS/EXPERIENCE Note: Candidates who do not have the mandatory skills will not be considered5+ years of project management experience in Agile software development projects.Proven track record managing public-sector IT projects of similar size/scope ($1M$2M).Experience with cloud-native or LCDP projects, preferably in .NET environments.Strong communication skills for liaising with HESC and ITS stakeholders.PMP or Certified ScrumMaster (CSM) certification preferred.
