    We are seeking a Code Enforcement Officer to perform field inspections and enforce municipal ordinances on an as-needed basis. This is a part-time position with no guaranteed minimum hours. Work volume may vary based on contract assignments.
     

    Qualifications:

    Minimum 2 years of experience in Code Enforcement

    Registered Code Enforcement Officer (RCEO) with the State of Texas required
     

    Responsibilities:

    Conduct field inspections and investigate complaints to enforce municipal codes related to property maintenance, zoning, signage, environmental concerns, and abandoned/junk vehicles

    Issue notices of violation, citations, and stop-work orders; clearly communicate corrective actions to property owners, contractors, and the public

    Document case evidence with photographs, inspection notes, and reports; maintain accurate case files in VertexPlans

    Prepare and present cases and providing testimony as required

    Prepare and submit weekly timesheet reports to the supervisor in accordance with company procedures
     

    Compensation & Benefits:

    $30 – $40 per hour & 401(k) with 100% company match up to 5%, available after 90 days.

    Part-Time — Hours are not guaranteed and will vary based on client needs

    Job Overview:

    Aoka is seeking a licensed Architect to serve as the independent monthly construction inspector for a HUD-insured multifamily apartment project. As the owner's and lender's objective representative on the project, your responsibility is to observe, document, and report construction progress. You will not direct the contractor's means and methods or perform code enforcement. Instead, you will provide independent, accurate reporting that supports HUD's oversight of the project. The reports you prepare become part of the official project documentation submitted to HUD.

    Key Responsibilities:

    Attend the monthly Owner-Architect-Contractor (OAC) meeting on-site

    Coordinate with the superintendent, general contractor, architect of record, owner representatives, and other project stakeholders

    Perform a comprehensive monthly walkthrough of the construction site to evaluate progress against the approved construction schedule and Schedule of Values

    Review monthly draw requests, construction progress reports, project costs, and supporting documentation relative to work completed

    Identify schedule delays and evaluate whether the project is trending behind schedule. If progress falls 10% or more behind, document the cause and work with the project team to develop a recovery plan for HUD

    Conduct Davis-Bacon prevailing wage interviews with construction laborers, verify worker classifications, and document findings

    Capture comprehensive progress photographs, ensuring photos are organized, properly captioned, and clearly document project status

    Maintain and update project records within VertexPlans, Aoka's proprietary reporting platform (training provided)

    Prepare clear, objective monthly reports summarizing: Overall site conditions, Construction milestones achieved, Percentage of completion, Schedule compliance, and Significant observations and potential risks

    Maintain professional independence while serving as the objective representative for the owner, lender, and HUD

    Required Qualifications:

    Active Architectural Registration in the State of Texas, or NCARB Certification with the ability to obtain reciprocal Texas registration

    Demonstrated experience on multifamily construction projects (required). Applicants should identify the multifamily projects they have worked on, their role, and the approximate unit count

    Working knowledge of Construction schedules, Schedules of Values, Draw requests and pay applications, and Construction documentation preferred

    Ability to travel to the project site once per month

    Ability to safely walk active construction sites, including uneven terrain, stairs, ladders, and partially completed structures while wearing required personal protective equipment (PPE).

    Experience with HUD-insured or HUD-assisted multifamily projects (Section 220, 221(d)(4), 223(f), or similar programs) preferred

    Experience conducting Davis-Bacon prevailing wage interviews preferred

    Compensation & Benefits:Part-Time (W-2)

    $60 per hour

    Ability to safely walk active construction sites, including uneven terrain, stairs, ladders, and partially completed structures while wearing required personal protective equipment (PPE).

    Experience with HUD-insured or HUD-assisted multifamily projects (Section 220, 221(d)(4), 223(f), or similar programs) preferred

    Experience conducting Davis-Bacon prevailing wage interviews preferred

    Compensation & Benefits:Part-Time (W-2)

    $60 per hour

    Eligible for Aoka's 401(k) Retirement Plan with a 100% company match on employee contributions up to 5%, subject to plan eligibility.

    Independent Contractor (1099)

    Flat-rate compensation available and negotiable based on experience and project requirements.
