    Position Summary:

    The Vehicle Programs and Services division is responsible for the development of national standards and best practices, interoperability framework, guidance documents and model legislation, and optional centralized services including implementation, and operations of the Electronic Titling program. In addition, the division is also responsible for the BPEVR and ELT programs.

    The Program Manager will lead the strategic planning, roadmap development, and execution of the Electronic Titling programs. This role combines strategic thinking with hands-on execution, requiring a leader who can develop comprehensive program strategies, create detailed roadmaps, manage complex budgets, and drive successful implementation across multiple stakeholder groups. The position demands expertise in program management, strategic planning, financial management, and the ability to translate vision into measurable results.




    Essential Duties and Responsibilities:

    Strategic Planning & Vision Development (20%)Support development of comprehensive 3-5 year strategic plans for Electronic Titling programs aligned with organizational objectives and industry trendsWork with supervisor in strategic analysis of market conditions, competitive landscape, and regulatory environment to inform program directionParticipate in strategic planning sessions with senior leadership, stakeholders, and cross-functional teamsRecommend strategic opportunities for program expansion, enhancement, and optimizationCreate communication strategies that align stakeholder expectations with program objectives


    Program Roadmap Development & Management (25%)Develop detailed program roadmaps spanning 12-24 months with clear milestones, dependencies, and deliverablesCreate integrated roadmaps that align Electronic Titling program initiatives with interdependent programs and technical systemsDesign phased implementation approaches that minimize risk while maximizing value deliveryEstablish roadmap governance processes including regular reviews, updates, and stakeholder communicationsLead prioritization processes to rank initiatives by strategic value, feasibility, and resource requirementsIdentify and manage cross-program dependencies, resource conflicts, and integration points, and develop contingency planning for critical roadmap elementsCreate communication plans that keep stakeholders informed of roadmap progress and changes


    Program Execution & Delivery Management (35%)Lead execution of complex, multi-stakeholder initiatives from conception through delivery and post-implementation evaluationManage program execution using established project management methodologies (Agile, Waterfall, Hybrid approaches)Coordinate cross-functional teams including IT, legal, finance, communications, and external vendorsManage program risks and issues Develop and maintain program documentation including policies, procedures, and best practicesCoordinate audits and regulatory reviews, when necessaryImplement quality control processes that prevent issues and ensure consistent program deliveryDirectly manage day-to-day program operations and tactical decision-makingLead regular team meetings, sprint planning, and operational reviewsSupervise project staff, setting goals, managing performance, and providing mentorshipMonitor daily/weekly progress against roadmap milestones and deliverablesResolve operational issues and escalate strategic decisions to supervisorPrepare status reports and executive briefings for supervisor reviewCoordinate directly with IT teams on technical implementation and system integration


    Budget Management & Financial Planning (20%)Develop comprehensive annual and multi-year budgets for Electronic Titling programs based on strategic plans and roadmapsCreate detailed budget models that account for personnel, technology, vendor contracts, and operational expensesConduct cost-benefit analysis for proposed initiatives, when neededTrack and report program financial performance against budget with monthly reporting and variance analysisRecommend budget allocations and reforecasting Execute procurement processes and manage vendor contract negotiationsAnalyze user fee structures and recommend optimizations to support program sustainabilityDevelop financial models for new program initiatives and service offeringsCoordinate with stakeholders on fee structures

    Formal Education:

    Master’s degree from an accredited institution, preferably in computer science or business administration, or equivalent professional experience.

    Knowledge, Skills and Abilities Required:

    Minimum of ten (10) years of relevant experience with minimum five years (5) of program management experience with demonstrated success leading complex, multi-stakeholder initiativesExperience should include planning, scheduling, cost estimations, creating work breakdown structures, & effective use of PM tools Ability to create and manipulate project deliverables, technical documents and presentations using the MS Office Suite, MS Project and MS Visio. Strong strategic thinking abilities with experience developing multi-year strategic plans and roadmapsExcellent analytical skills with proficiency in data analysis, financial modeling, and performance measurementAbility to synthesize complex information and translate it into actionable strategies and plansDemonstrated ability to lead cross-functional teams and coordinate with external stakeholdersStrong financial management skills including budget development, financial analysis,Strong leadership as well as verbal and written communication skills. Ability to travel frequentlyExperience working in a team-oriented, collaborative environment

    Position Summary: Performs the business and technical analysis required to establish a technology and impact assessment for determining the feasibility of AAMVA systems and solutions. Supports the deployment and implementation of AAMVA systems as well as complex programs and related specifications.

    Essential Duties and Responsibilities:

    1. Performs the business and technical analysis required to develop technical specifications, procedures manuals, and implementation guides necessary for all AAMVA systems and solutions.
    2. Supports the development of appropriate data models, data flow diagrams, data dictionaries, business and technical processes, message formats, transaction flows, and other documents as required.
    3. Monitors task completion and produces periodic reports that document the Working Group’s progress.
    4. Supports Lead Business Analysts or Project Managers with efforts related to jurisdictions, AAMVA Committees, Federal Agencies, and other stakeholders to translate functional requirements into system design specifications.
    5. Assists in coordinating, developing and monitoring implementation of pilot projects, providing technical assistance, coordination, training and other services.
    6. Assists with the development of the base statements of work and project definitions that document the project’s background and the Working Group’s mission, goals, guiding principles and work plan.
    7. Develops reports to Congress and Federal Agencies documenting the findings related to AAMVA systems efforts.

    Qualifications:

    Formal Education: Four year degree from accredited college or university with a computer science, business administration, public administration (or other related field), equivalent work experience may be substituted.

    Knowledge, Skills and Abilities Required:

    • Minimum 3 years solid, progressive experienced in business analysis, systems analysis and design in large-scale projects across multiple organizations
    • Proficiency in writing technical documentation
    • Knowledge of documenting business processes and requirements
    • Knowledge of web services, UML and XML is highly desired
    • Knowledge of agile processes for software development is highly desired
    • Knowledge of writing user stories in agile projects is highly desired
    • Strong interpersonal skills to interact with customers and team members
    • Must be able to work independently and as an effective team member
    • Development and presentation of briefings to stakeholders
    • Excellent analytical, problem solving and organizational skills
    • Excellent attention to detail and ability to produce high-quality customer deliverables
    • Excellent verbal and written communication skills
    • Proven ability to capture customer requirements and develop a concept of operations based on customer's needs
    • Must be able to obtain a moderate risk Federal public trust clearance. The public trust clearance process authorizes the Federal government to perform background investigation for identifying negative criminal, medical, and financial findings.
