ESSENTIAL DUTIES
· Work with CDA employees, partners and airport tenants to assist with the development, update and maintenance of the O'Hare Airport Emergency Operations Plan, ensuring compliance with regulatory authorities.
· Work with CDA Emergency Management section staff to develop and conduct training to address response and recovery capability gaps and develop a records management system to track training taken by badged employees.
· Design Homeland Security Exercise and Evaluation Program-compliant tabletops, functional, and full-scale exercises.
· Assist in the development of procedures, conduct training, and coordinate response operations for the Incident Management Center, the CDA's emergency operations center.
· Participates in the planning and coordination of multiagency emergency training exercises and drills, including those required by federal agencies.
· Coordinate after-action reviews and the development of after-action reports and improvement plans following real-world incidents.
· Assist in recovery efforts, working with airport partners to restore services and operations.
Additional duties may be required for this position
Location: O'Hare International Airport (ORD) and Midway International Airport (MDW)
Days: 8:30 a.m. – 4:30 p.m. and on call 24/7

Qualifications
MINIMUM QUALIFICATIONS:
Training and Experience
· Graduation from an accredited college or university with a Bachelor's degree, plus two (2) years of experience in emergency management, law enforcement, or fire prevention or safety operations.
Should the above criteria not be fulfilled, the following options are acceptable:
· Graduation from an accredited college or university with a Master's degree, plus one (1) year of experience in emergency management, law enforcement, or fire prevention or safety operations; OR
· Graduation from an accredited college with an Associate's degree, plus four (4) years of experience in emergency management, law enforcement, or fire prevention or safety operations; OR
· Six (6) years of experience in emergency management, law enforcement, or fire prevention or safety operations.
NOTE: A valid State of Illinois driver's license is required.
NOTE: The candidates selected for hire must pass an airport background check and a Security Threat Assessment.

POSITION DESCRIPTION

The Airports Systems Technician responds to system outages or impacts as the first line of defense to
troubleshoot issues and restore service. Incumbent performs skilled work monitoring, installing, altering,
maintaining and repairing Baggage Handling System (BHS) Controls, Domestic Water Controls, Energy
Management Control Systems, Storm Water Control Systems, Autoclave Controls, access control
system-managed electronic door and gate hardware, Passenger Boarding Bridge Controls, as well as a
variety of other electrical equipment within the City of Fresno Airports Department. In coordination with
the Information Services Department (ISD), support and maintain field-level hardware components of
the Airport's Security Systems.
The Airports department currently has one vacancy. Immediate and future vacancies will be filled from
this eligible list for a period of three (3) months from the date the eligible list is created, with the option of
extending that period at the City's discretion. If the examination process is suspended for this recruitment,
the eligible list may be limited to three (3) months.
PAY, BENEFITS, & WORK SCHEDULE
UNIT 3 Classification - The Fresno City Employees Association, Inc. (FCEA)
HEALTH INSURANCE: The City contributes toward monthly premiums for PPO medical, dental and
vision for employee and dependents.
FLEXIBLE SPENDING ACCOUNT: IRS 125 Plan for health and dependent care expenses.
DEFERRED COMPENSATION: Voluntary 457 plan with Fidelity Investments to increase your
retirement savings.
VACATION LEAVE: Accrue 8 - 14.66 hours per month based on years of service.
SICK LEAVE: Eight (8) hours per month, available after 90 days
SUPPLEMENTAL SICK- 40 hours per fiscal year. 80 hours lifetime maximum
HOLIDAYS: Ten (10) City-observed annual holidays plus birthday and two (2) personal days.
SHORT TERM DISABILITY: Provided through California SDI program.
BILINGUAL PREMIUM PAY: $100 per month
HEALTH REIMBURSEMENT ARRANGEMENT: Eligible retirees can use remaining Sick Leave
balance at 80% of hourly rate and other leave balances, if applicable, to reimburse medical insurance
and qualified medical expenses, tax free.
RETIREMENT: City of Fresno Retirement Systems, one of the best funded public systems in the state.
Reciprocity with other CA public agencies. Vested in Retirement benefits after 5 years of service. City
employees do not participate in Social Security.
DROP (Deferred Retirement Option Program): An optional, voluntary program that allows an
employee to deposit retirement benefits in a special savings account within the Retirement System while
continuing to work for the City of Fresno for up to 10 years. Participation minimum is age 50 and
vested. Benefits includes ownership of accumulated funds, compound interest earnings, and alternative
distribution options.

THE REQUIREMENTS
Two (2) years of experience working with any combination of mechanical/conveyor
systems, energy management controls, security system hardware components, people
moving systems and controls or related systems.
Possession a valid California's Driver's License required at time of appointment. Candidates considered
for hire must provide proof of a valid driver's license and current copy of their driving record.
Ability to pass a TSA-mandated Criminal History Records Check (CHRC) and Security
Threat Assessment (STA).
Prior to appointment, positions in Airports require successful completion of a Federal
Aviation Administration (FAA) 10-year employment history verification, which includes a
criminal history records check
The selected eligible candidates certified will be required to successfully pass a department interview
and a Department of Justice fingerprint prior to employment with the City of Fresno.
SELECTION PROCESS

Written Examination - 100%: The written examination is designed to assess a candidate's ability to read
engineering plans and specifications, establish and maintain good work relationships and knowledge of
the principles and practices of Airports Systems. Candidates must achieve a passing score on the
Written Examination to qualify for placement on the eligible list.

· Installs, repairs, and/or removes concrete and masonry retaining and bearing walls
· Demolishes old pavement, sidewalks, curbs, gutters, sewers, and catch basins as directed
· Repair old pavement, sidewalks, curbs, gutters, sewers, and catch basins as directed.
· Operates small backhoe, bobcat, skid steer, frontend loader, forklift, electric and manual pallet jack, as required
· Excavates and grades ground leveling base and concrete
SELECTION REQUIREMENTS
This position does not require a test or interview. Applicants who successfully apply for the position, meet the minimum qualifications, and possess the qualifications best suited to fulfill the responsibilities of the position will be hired in a lottery/random order. Qualified bidders will be hired in seniority order according to the collective bargaining agreement.
APPLICATION EVALUATION: Initial evaluation will be based on information provided on the application and the documents submitted. The Department of Human Resource staff will review applications after the final posting date. Staff will follow any and all required Employment/Hiring Plan provisions, federal, state and local laws, and Collective Bargaining Agreements when applicable. Staff will apply hiring preferences as required by the municipal code. Placement on an eligibility list is not an offer or guarantee of an interview nor employment with the City of Chicago.
