Description: The Technology / Requirements Analyst (SME) will lead Agile planning, technology requirements development, and integration management within a Government Program Management Office (PMO). The Technology / Requirements Analyst (SME) is responsible for driving roadmap development, and facilitating requirements elicitation and decomposition (including user stories and associated acceptance criteria, and interfaces), ensuring alignment of technical solutions with mission outcomes. The Technology / Requirements Analyst (SME) will lead business process reengineering (BPR) efforts with stakeholders and end users, ensuring that use cases, user stories, and features are clearly defined, feasible, and traceable. The Technology / Requirements Analyst (SME) will ensure that business processes and data requirements are thoroughly documented and integrated into planning and execution activities, including defining performance requirements, identifying and resolving conflicts, and executing program processes using Agile tools and methodologies. Duties and Responsibilities:

The Agile Coach (SME) leads mission-aligned Agile activities and provides expert guidance across multiple program initiatives within the Department of Defense (DoD) and United States Army context. This role is instrumental in advancing modern, secure, and effective program delivery by improving interdependencies across initiatives, embedding Agile principles into operations, and enabling adaptive, high-performing teams to meet strategic objectives. The Agile Coach collaborates closely with senior leadership, Scrum Masters, Product Owners, and delivery teams to strengthen Agile execution and maturity across all levels of the organization to meet evolving mission objectives.
Duties and Responsibilities (including but not limited to)
· Lead Agile efforts by implementing and scaling Agile frameworks such as Scrum, Kanban, and Scaled Agile Framework (SAFe) across teams and the broader organization, ensuring successful implementation of Agile practices, delivery of high-quality capabilities, and removal of obstacles to progress
· Coach/Mentor/Guide Scrum Masters, Product Owners, and delivery teams to improve performance, strengthen Agile fluency, and ensure alignment with Agile values, best practices, and principles
· Design and deliver Agile workshops, coaching sessions, and ongoing learning opportunities that enhance team capability and support Agile execution and improve Agile maturity

Required Qualifications

· Demonstrated success leading Agile execution and transformation within DoD or federal program environments
· Strong working knowledge of Agile methodologies and performance-based program delivery in large-scale, mission-critical contexts
· Agile certifications (e.g., Scaled Agile Framework (SAFe 6.0), ICP-ACC, Certified Scrum Professional)
· Strong interpersonal and customer service skills, with the ability to understand task requirements, explain solutions clearly, and respond quickly to time-sensitive leadership requests

The Cybersecurity Lead plays a critical role in supporting cybersecurity modernization and compliance initiatives for the Project Management Office (PMO) within the Department of Defense (DoD). Required Qualifications
· Must possess and maintain a Secret Security Clearance
· Master’s degree in a relevant field (Cybersecurity, Information Technology), or Bachelor’s Degree in related field plus an additional two (2) years’ experience
· 12+ years of experience supporting cybersecurity
· Demonstrable experience in a Cybersecurity Lead, Subject Matter Expert (SME), or other advisory level position
· Experience supporting a Project Management Office (PMO) within the Department of the Army Headquarters
· Experience as an Information System Security Manager (ISSM) or Information System Security Officer (ISSO) on DoD programs
· Experience executing cybersecurity processes, procedures and RMF in an Agile environment
· Strong communication and leadership skills, with the ability to brief senior stakeholders.
· Demonstrated ability to manage multiple priorities with precision under tight timelines
· Strong written and verbal communication skills, including experience preparing leadership briefings and executive documentation
