    Background Information:

    This full-time position provides senior-level Program Analyst support to the Investments Team at the Atlantic Test Range (ATR) in Patuxent River, Maryland. ATR is the Navy’s east coast open-air test range and provides real-time test and evaluation (T&E) services for aircraft and weapons system testing as well as fleet training exercises for Navy and DoD customers. The Senior Program Analyst will work in a highly rewarding environment supporting live flight test operations at the forefront of naval T&E.

    Duties & Responsibilities:

    • Receive tasking to directly support a NAVAIR program of record in the advancement of ATR range capabilities to meet future test requirements
    • Serves as the direct interface to the Government program authorities and representatives on project and contract administration issues
    • Supervises project operations by developing and reviewing management procedures and controls, planning and directing project execution, and monitoring and reporting progress.
    • Manages and reports technical, cost, and schedule aspects of the project with respect to customer requirements.

    Required Education, Experience, & Certifications/Licenses:

    • MS Degree in business administration, technical management, or applicable program management field from an accredited college or university is required
    • A minimum of 10 years of work experience performing the stated or similar functions is required
    • In lieu of a MS degree, a BA/BS Degree with a minimum of 14 years performing the stated or similar functions
    • Must have excellent analytical, problem-solving, and communication skills
    • Proficiency in the MS Office Suite including Outlook, Excel, Word, and PowerPoint is required
    • Must have a strong attention to detail and the ability to work independently or as part of a team
    • Must be able to manage multiple priorities and to adapt to changing requirements
    • Must have a valid driver’s license and successfully pass drug screening

    Clearance Requirements:

    • Currently hold or be able to obtain and maintain the proper US DoD issued security clearance, which requires US Citizenship. Security clearance eligibility may be discussed during the interview phase.

    This full-time, onsite position supports the Test Management Branch’s Meteorology Team at the Atlantic Test Range (ATR) located at Patuxent River, Maryland. ATR is the Navy’s East Coast open air test range and provides real-time test and evaluation (T&E) services to Navy and DoD customers in support of aircraft and weapons system testing as well as fleet training exercises. This position will provide weather forecasting services to inform test flight status determination decisions.     Duties & Responsibility Requirements:

    • Analyze current weather data including charts, soundings, satellite, and radar imagery.
    • Utilized weather forecast models and interpretive techniques to produce highly detailed weather predictions for use in military operations
    • Complete Flight Weather Briefings and Mission Execution Forecasts for ATR test missions. Briefings include takeoff, en-route, and landing forecasts which often are deciding factors in GO/NO GO determinations.
    • Provide light data including luminance (Lux) data and Refractive Condition Bulletins (RCB)
    • Process climatological data requests to include historical weather information used to plan for future operations
    • Provide Severe Weather Forecasting, Winter Weather Forecasting, and Freezing Precipitation Forecasting.

    Educational, Experience, and Skill Requirements:

    Duties & Responsibility Requirements:

    • Develops a system of several varied sequences or formats for processing a limited problem in a scientific project

    Background Information:
    This full-time position supports the Electronic Warfare (EW) Team within the Aircraft Signature & Avionics Measurement (ASAM) Branch at the Atlantic Test Range (ATR) in Patuxent River, Maryland. The EW team provides an electromagnetic threat environment to support research, development, test, and evaluation (RDT&E) programs, national systems testing, and large-scale exercises. This position will work in a fast-paced, rewarding technical environment at the forefront of naval test and evaluation (T&E).

    Duties and Responsibilities:
    • Applies electrical engineering principles to investigate, analyze, plan, design, develop, implement, test, and evaluate electronic warfare systems.
    • Reviews and prepares electrical engineering and technical analyses, reports, change proposals, and other technical documentation.
    • Applies electrical engineering experience to perform functions such as system integration, configuration management, or acquisition and resource management.
    • Independently performs advanced, technically complex data quality engineering tasking.
    • Assigns engineering tasks to junior and journeyman engineers based on their capabilities and experience and the complexity of the tasks. Spot checks the quality of the work products and services of journeyman engineers.
    • Interfaces with system or program contractors, vendors, and Government representatives regarding the technical aspects of engineering programs.
    • Senior engineers act as an engineering team leader or supervisor developing engineering procedures and controls, managing project efforts, and taking the lead in problem resolution.

    Educational, Experience, and Skill Requirements:
    • Journeyman Level:
    o BS Degree in an electronics or computer engineering discipline from a school of engineering accredited by the Accreditation Board for Engineering and Technology (ABET)
    o A minimum of 3 years of work experience performing the stated or similar function
    o A minimum of 2 years of work experience with electronics engineering functions related to development, test, or evaluation of instrumentation systems. Possess academic and work experience background in such areas as preparation of technical and operational test plans, execution of sophisticated tests, certification of systems, logistic support planning, technical data review, and analytical interpretation of test results.
    • Senior Level:
    o MS Degree in an electronics or computer engineering discipline from a school of engineering accredited by ABET.
    o A minimum of 10 years of work experience in performing the stated or similar function. In lieu of a MS Degree, a BS Degree a total of 14 years of work experience in performing the stated functions.
    o A minimum of 4 years of work experience with engineering functions as related to development, test, or evaluation of instrumentation systems. Possess academic and work experience background in such areas as preparation of technical and operational test plans, execution of sophisticated tests, certification of systems, logistic support planning, technical data review, and analytical interpretation of test results. Knowledge of computer systems, software, computer networks, and computer interfacing.
    • A minimum of 8 years of work experience with electrical engineering functions as related to development, test, or evaluation of either Electronic Warfare or Radio Frequency (RF) systems.
    • Must possess a valid driver’s license and successfully pass drug screening
